  1. Superintendent’s Goals2012-2013 Wendy Sinnette, Superintendent October 30, 2012

  2. Goal #1.A Curriculum/Instruction/Assessment • Expand implementation of web-based student information system, Illuminate Ed, as a tool to strengthen the District’s educational program. Ensure its consistent adoption by site staff according to the standards set by Principals with Superintendent. Develop and implement a comprehensive plan for staff training. Demonstrate improvement in the frequency of data analysis and its use to inform instruction, especially evidenced through revised pacing guides and the development of common formative and summative (anchor) assessments.

  3. Goal 1.B.Curriculum/Instruction/Assessment • Direct and support LCHS 7-12 site administration in the continued improvement of math department instructional practices resulting in on-going growth in CST and other test scores in math at LCHS. Emphasize with the Department the importance the District places on this goal; set targets for growth; provide meaningful opportunities for professional development, data review, observations and instructional delivery feedback and support.

  4. Goal 1. C.Curriculum/Instruction/Assessment • Lead and support the site principals in developing and implementing a two-year plan (beginning 8/12) for the transition to Common Core State Standards in 2014-15. The site plans shall include the identification of leadership teams; professional development and training plans; benchmarks for CCSS activities and work products; CCSS adoption and implementation in 2014-15.

  5. Goal 1. D.Curriculum/Instruction/Assessment • Monitor the Physical Education pilot program at LCHS which has been designed to meet the needs for PE credit of independent study athletes and CIF athletes whose coaches are not LCUSD credentialed teachers. Make recommendations for program continuance and/or modifications. Incorporate Ed Code exemptions for SpEd students. Identify appropriate summer registration protocols. Define standards for student athletes eligible for independent study. Establish guidelines related to elementary policies on this topic per Education Code.

  6. Goal 1. E.Curriculum/Instruction/Assessment • Successfully implement the District’s new math textbook adoption K-6 as well as the 5/6th grade Accelerated Math Program delivered in a heterogeneous setting. Develop and implement teacher training opportunities on the textbook series. By grade level, set student targets to increase the number of students scoring in the advanced range, moving them from the proficient category. Provide teacher resources, support, and monitoring of differentiated instruction in 5/6th grade math program in order to support all rates and types of learners. Provide an after-school enrichment program for students at the highest performance/scoring levels on the 5/6th grade math CST.

  7. Goal 2. A.Student Support • Create a clear and consistent rubric of metrics and performance standards to assess the efficacy of the Every Student Succeeds plans at the elementary and junior high school sites. Identify performance standards that deal with academic, social-emotional, and extra curricular programs in order to assess the school’s ability to provide for the success of the whole child.

  8. Goal 2. B.Student Support • Ensure that the LCHS Administration, WASC Chairs and LCHS staff create as a part of the WASC accreditation review an action plan which includes as a part of the self-study document a viable “Every Student Succeeds” plan for the site. Develop an ESS component of the site’s WASC Action Plan to systematically answer the questions of a Professional Learning Community. Identify performance standards and metrics for success.

  9. Goal 2. C.Student Success • Complete a Request for Proposal (RFP) for La Canada Unified School District’s child care contract services at the elementary school sites. Lead the process of reviewing the response proposals and recommending to the Governing Board a contract for approval.

  10. Goal 3. A.Staff Development • Create a systematic procedure by which site administrators identify staff in need of support to improve performance. Ensure that identified staff receive detailed feedback through evaluations and progressive assistance, which will support them in improving performance and provide the necessary process documentation. Hold administrators accountable for completing effective staff evaluations. Fully utilize agreed upon programs to provide support to employees (i.e. PAR). Support the learning experiences of students throughout the process.

  11. Goal 3. B. Staff Development • Create a Superintendent’s Committee consisting of the Asst. Superintendent of HR, representative site principals, and teacher representatives to bring the District into full compliance with the Stull Act.

  12. Goal 4. A.Facilities/Technology/Equipment • Continue work with the Technology Review Advisory Committee (TRAC) to develop and implement a District-wide Technology Framework that identifies core principles and District vision for technology including program goals; recommendations from the District’s PR Committee; district standards for hardware and software; teacher training in and standards for the use of technology in instructional delivery; and a strategic timeline for the implementation of 1:1 student computing.

  13. Goal 4. B.Facilities/Technology/Equipment • Work with the Asst. Sup. Of Maintenance and Operations to develop a Facilities Major Projects Plan (for example, LCHS pool, LCHS football field; LCHS facilities painting; elementary roofing, PCR sewer connection; District sewer connection, etc.) which identifies and prioritizes the major projects or renovations by site- and District-level; projects costs associated with each project; and identifies, where possible, funding sources.

  14. Goal 5. A.Financial Management • Work with the Governing Board to implement a survey regarding the potential success of a parcel tax extension. Based upon survey results, implement election timelines and work effectively with parcel tax consultant; the Parcel Tax Oversight Committee; and an action committee (equivalent to the Measure LC Committee) to stage, if indicated and directed, a successful parcel tax campaign in 2013.

  15. Goal 6. A. Communication and Decision-Making • Implement a public communication process to maximize the utility of the many new communication tools within the District. Systematize the public communication process so that substantive issues and concerns regarding District initiatives, student achievement and/or program improvements, and policy developments or changes are continually and effectively tied to a communication plan and are routinely disseminated to all stakeholders through regular and consistent communication vehicles. Design strategies to communicate early on controversial issues, providing data to inform cohesive perspectives.

  16. Goal 6. B.Communication and Decision-Making • Continue to work with the Superintendent’s Committee on Surveys, refining the 2011-12 surveys and administering them to all District stakeholders in spring 2013. Identify and implement District- and site-level action plans based on survey results. Identify areas for growth within the action plans and set targets to measure success. With 2-years of experience using 360 degree surveys, apply for a CSBA Golden Bell Award for the LCUSD survey program.

  17. Goal 6. C.Communication and Decision-Making • Institute a Superintendent’s Committee to create a long-range strategic planning document encompassing all facets of District programs and areas of responsibility. The District’s “application” to the community will provide a cohesive outline of the District’s vision for maintaining, improving or rescaling programs in the face of daunting financial realities. It will outline key District initiatives and its targeted action plan in response to shifting financial and educational realities. It will serve as the guiding resource document in our outreach efforts for Parcel Tax support; LCFEF donations; gifts from other support groups; and for informing negotiations with the Associations - where concessions will be critical to develop sustainable reduction strategies.

  18. Goal 6. D.Communication and Decision-Making • Create a long-term organizational plan for Cabinet- and District-level positions to ensure seamless succession and leadership within the District. Update and/or create job descriptions reflective of best practices. Create a timeline for the plan’s implementation to ensure postings, interviews, and hirings that leave no gaps in organizational leadership. Create a flow-chart for evaluation and supervision; update administrative level evaluation instruments to reflect best practices in organizational leadership and performance review.

  19. Goal 6. E.Communication and Decision-Making • Implement an administrative protocol delineating all of the data required for review and presentation to the Governing Board by Cabinet and site administration in recommendations to grant or deny permanent status to a probationary employee. Include in the protocol data related to teacher’s contributions to student learning; student achievement data; teacher progress-on-goals; formal and informal evaluation and observation data, etc.
