Important requirements and effects (1) • a new transparency of information sources • a national consensus needed on parameters for the description of scientific activities and research results • reporting facilities become more important than general mediation purposes • validation of data at institutional level is crucial • budget proposals must be underpinned by relevant data sources • aggregation of data at institutional and national levels

Important requirements and effects (2) • information on the results of research and on research impact will be an important factor in resource allocation and in competition between universities • institutions will need flexible systems that may also be tailored to own information/professional profiling and out-reach strategies • the challenge of securing co-operation with government and pre-warning routines as regards future information needs on national level

Repercussions on the CRIS field (1) • the traditional "hold-all" systems will not do anymore • monolithic systems serving a number of institutions will lack the flexibility needed • institutional CRIS systems must still be able to fulfil the demands for R&D information on the part of government and other players on national level • new systems must therefore be modular, easy to change/expand and be designed in ways that will elicit the active co-operation of researchers

Repercussions on the CRIS field (2) • facilities for easy data input, re-use and correction of data, quality control and presentation of data in a variety of forms and formats become crucial • information must be collected from one source and only once during the reporting period in question • relevant information sources must be interlinked for cross-sector usage in the university • the vision emerges of a CRIS system as a research information portal to the university
