  4. 2.1 FINANCE 2.1.1 Achievements No audit qualification (vote account) 2 years in a row Internal finance capacity increased through the appointment of 52 Financial Operations Managers, 3500 court officials attended 1-week modules throughout the country in 2004/05, and specialised finance courses (e.g BCom Honours at UCT) developed Financial management system migration (FMS to BAS) successfully completed New procurement and asset management systems (JYP, JAM) implemented Monies in Trust (MMT) Public Private Partnership (PPP) initiated Costing Unit established – cost policy legislation and draft bills 2.1.2 Challenges & action steps Sustainability of no audit qualification – matters of emphasis on vote account (e.g. asset management) – audit plan developed Qualifications on trust account and Guardians’ Fund – MMT PPP initiated Critical vacant posts – advertisements placed 2.1.3 Key MTSF performance indicator: No audit qualification Corporate Services

  6. 2.3.1Achievements Migration from SITA to Telkom VPN (Virtual Private Network) – Approx. 11500 users at 221 sites migrated (1/3 Prosecutors) Approx 3151 users at 342 sites still needs to be connected (planned to be completed within the next 6 months) JDAS (Justice Deposit Account System) v4 pilot completed Web based solution piloted at Bafokeng ready for roll out as from 1 Apr 2006 Phase II Enhancements to Departmental Intranet (DJINI Phase II) completed IADE (Integration of the Administration of Deceased Estates) high-level requirements analysis and design completed Video Postponement of Cases Pilot in progress at Durban Court Corporate Services (cont.) 2.3 ISM

  7. 2.3.2 Challenges and Action Steps Create capacity and specialist ICT skills to deal with the complex DoJ&CD architecture– Finalization of the ISM Business Model and Proposed Structure Infrastructure rollout - Service provider to be appointed to deliver in terms of DoJ&CD requirements. Computer Literacy Training – Users receive Basic Computer Literacy Training as part of the roll out. Any advanced training or re-training will be provided in terms of the Justice College Strategy Corporate Services (cont.) 2.3ISM

  8. 2.4.1 Achievements The number of misconduct cases have been reduced by 74%, process of fast-tracking cases has been put in place. A total of 1370 positions have been advertised in the last 6 months to fill critical positions for the service delivery points. (Annexure A) 35 middle and senior managers graduated from the Management and Leadership Development Programme. An internship programme has been launched and SETA has agreed to fund 50% of the programme. (Annexure B) Corporate Services 2.4 Human Resources

  9. 2.4.2 Challenges and Action Steps Organisational design The change process is still continuing with the design of structures below DDG level. The position of DDG corporate services has been advertised and will be filled soon. Recruitment A process has been put in place to reduce the projected vacancy rate by half by the end of the financial year. There are 2083 vacant positions in the Department The recruitment turnaround time has been reduced to 3 months from date of advertisement. Corporate Services 2.4 HR (cont.)

Management and Leadership Development The programme will be continuing this year with breakfast seminars and workshops on key issues of leadership Internships A total of 245 internships have been advertised in masters, court services and state attorneys. The selection process will start in the second week in February. An Orientation programme for the interns and the mentors have been put in place. The mentors will go on a full scale mentorship programme funded by the SETA later in the year Corporate Services 2.4 HR (cont.)

  13. 2.5.1 Achievements Translation of the Constitution into all 11 official languages and a public education programme aimed at expanding knowledge and understanding of the constitution. The translation into Braille is being attended to and the unit is in the process of printing 240 000 copies per language. Launch of the Intranet service (DJINI). High court judgements are already on the net. National launch of Operation Isondlo. Production of Communication strategies for different Departmental/Ministerial projects such as Child Support Week, Operation Isondlo, Zero tolerance against Corruption, Fatherhood project, Sixteen Days of Activism, Anti Racism conference, Judges Colloquium and so forth. Production of the Bi-monthly departmental newsletter ( Justice Today) incorporating all activities of the Department and the Ministry. Holding information sessions in Youth camps on justice related issues four such camps covering 25 high schools in rural and township areas were held in the Northern Cape, Western Cape and Mpumalanga.   14. 2.5.1 Achievements (cont.) Completed Video production relating to Criminal Court Procedures in English, Zulu, Tswana and Afrikaans. The remaining languages will be attended to in the coming year. The impact of that has been a broader understanding of Criminal court proceedings. 2.5.2 Challenges and Action Steps Restoring public confidence in the Criminal Justice System as a JCPS cluster priority. Ensuring sustainable public education workshops and Communication programmes that will assist in communicating the Department’s Programs of bringing justice services closer to people. These include programs such as the Opening of Courts, provision of Small claims courts closer to all with special focus to rural and township Communities eg Sekgosese in Limpopo and eMadadeni in KZN. Government implementation programme on the implementation of TRC recommendations will be broadly communicated. Corporate Services 2.5 PEC

Continuous feedback mechanisms through scientific analysis using Media Research companies such as Monitoring South Africa and the Media Tenor to the Department through quantitative and qualitative research which will inform our Media and Communications strategies and plans. Interaction and analysis will include NGO’s, Paralegals and CBO’s. Maintaining a functional Internet and Intranet website to inform the public and stakeholders about the Departmental developments.
