    13. The 7Cs Rationale-Why the Time is Right A three-dimensional model for a three-dimensional world. Shift in priorities. Need for more clear, descriptive and contemporary terminology. All delivery systems are ‘responsive.’ Need for expansion of delivery systems and domains, and more inclusive list of partners in delivery. Assumptions regarding ‘programs’ vs ‘services.’

    17. The 7Cs Pathways to Implementation – Realizing the Vision A Shortcut Conduct a SWOT analysis. Process Time-and-Task Analyses. Compare percentages of time spent in each delivery system with normative data. Revisit SWOT with under/over-subscriptions. Itemize/prioritize Weaknesses and Threats. Develop Action Plan from revised SWOT.

    21. The 7Cs Pathways to Implementation Step 1 – Conduct a SWOT analysis. Inventory program strengths and weaknesses. Inventory program opportunities and threats.

    22. The 7Cs Pathways to Implementation Step 2 – Assess time and task. Record time engaged in 7Cs activities (e.g. counseling, consulting, classroom work, etc.) over a 4 to 6 week period. Sum columns for activity totals; sum “Total” line for “Grand Total.” Determine what percent of Grand Total column Totals represent.

    24. The 7Cs Pathways to Implementation Step 2, continued. Compare/contrast this percentage with established grade level norms for each activity. Shortfalls constitute under-subscriptions; excesses constitute over-extensions.

    25. The 7Cs Pathways to Implementation Step 3 – Identify needs. Administer surveys. Conduct interviews with various stakeholders. Hold focus groups with stakeholders. Invite visiting teams to review program. Randomly select/review student records. Canvass newspaper articles re: youth.

    26. The 7Cs Pathways to Implementation Step 4 – Complete a Summary Analysis of identified needs. Look for patterns and common themes; note sources of input. Connect needs information to (a) domains or area(s) of responsibility, and (b) delivery systems through which these can be addressed.

    27. The 7Cs Pathways to Implementation Step 5 – Revisit original SWOT analysis. Revise to reflect under-subscriptions and over-extensions from Time and Task as weaknesses and threats. Revise to reflect projected delivery system needs (weaknesses and threats) from Summary Analysis.
