  1. Goals and DataSMART Goals: Being Strategic Objectives: Briefly identify SMART goal parts in examples. Discuss the intent of the site goal. Define and practice being strategic. Examine the achievement gap.

MCA (all accountability tests)Enrolled October 1 is recommended. • Goals for all students tested: • Percent proficient. • Percent at specific achievement levels. • This relates to the index rate (proficiency index) • Subgoals for added rigor or focus: • Percent at specific achievement levels for struggling subgroup(s). • Not valid for use in goals: • Strand or substrand scores and percentages. • Raw scores, scale scores or number correct.

  3. Is the goal SMART? • He’s a detective. The percentage of all students enrolled by October 1 in grades 3-8 at ABC Academy who are proficient on the Reading MCA (all accountability tests) will increase 35.4% in 2012 ##.#% in 2013 Ask MR. TAS.

Example: Proficiency The percentage of all students in grades 3-5 at XYZ Academy enrolled by October 1 who earn achievement levels of Meets the Standards or Exceeds the Standards on the Reading MCA (all accountability tests) will increase from 72.1% in 2012 to 76.0% in 2013. A goal should be clear as a stand-alone statement.

Intent of a Site Goal Examine the system in a year-to-year comparison of how it serves students. • The qualifiers (the input) used to find the starting value (the output) are the same qualifiers to use to find the result. Using different qualifiers or comparing a cohort (grade 6 last year to grade 7 this year) is not an apples-to-apples match.

  6. Example Data: What is the increase? • GOAL: …percent proficient…Mathematics MCA will increase from 62.25% in 2012 to ??% in 2013. Be Strategic.

Being Strategic • Being strategic is describing the relationship between the increase in a goal and a long-term goal or trend data, showing how the increase is based on the examination of data. • Examples: • Achieve the same level as two years ago after a decline. • Meet the same level of achievement as another school, the district or the state. • Achieve a portion of a long-term goal (reach 90% in three years).

  8. Being Strategic Of course, being strategic can be more complex than it appears at first. Consider how much improvement is needed. Consider the goals of the NCLB waiver.

  9. Being Strategic • Align initiatives. • Identification as Priority or Focus • School Improvement Grant (SIG) • Quality Compensation (Q Comp) • Charter goals • Alternative Delivery of Specialized InstructionalServices (ADSIS) • Consider numbers of students. • Use reports and tools available.

Another Goal Example • The percentage of all students enrolled October 1 in grades # - # at XYZ Academy who earn an achievement level on the Reading MCA (all accountability tests) will change in these ways: • Does Not Meet the Standards will go below ##.#% in 2012 to ##.#% in 2013; • Partially Meets the Standards will remain or go below ##.#% observed in 2012 for 2013; • Meets the Standards will increase from ##.#% in 2012 to ##.#% in 2013; and • Exceeds the Standards will increase from ##.#% in 2012 to ##.#% in 2013. • This goal goes beyond proficiency by focusing on moving all students to higher achievement.

Another Goal Examplestruggling subgroup • In addition,the percentage of all students eligible for free and reduced priced lunch enrolled October 1 in grades # - # at XYZ Academy who earn an achievement level on the Reading MCA (all accountability tests) will change in these ways: • Does Not Meet the Standards will go below ##.#% in 2012 to ##.#% in 2013; • Partially Meets the Standards will remain or go below ##.#% observed in 2012 for 2013; • Meets the Standards will increase from ##.#% in 2012 to ##.#% in 2013; and • Exceeds the Standards will increase from ##.#% in 2012 to ##.#% in 2013. • This goal takes it a step further by equalizing the proportion of the subgroup throughout the achievement levels in relation to the overall demographics of the school. • The goal supports the All Students goal for proficiency schoolwide.

  15. Being Strategic Goes Beyond the Goal • Deeper Data Analysis • Root Cause • Find a solution based on instruction and professional practice. • Action Plan • Choose research-based instructional and learning strategies. • Progress Monitoring
