Emperor Decius – tortured Christians • to make them deny their faith because they would not be let back into the Church • children “hacked up” in front of mothers ??What would Church do for those that deny their faith due to persecution Bishops made the decision

Cypriansaid those persecuted could be forgiven based on 2 things 1)Church/Bishop were so “holy” they could grant forgiveness 2)Penance 2 responses: A) Novation– NO, no human can forgive, only GOD • felt church was a “School of Saints” B) Cornelius– YES, w/ acts of penance (Bishop has this power) • felt church was a “School of Sinners” • elected Bishop of Rome BISHOP BECAME GOD AND CONTROLLED GRACE
