  3. Group Deliberative Processes 4. CG formally created SAT votes on 10-15 CG members 5. CG determines its structure, function, responsibilities OR Gov’t ministry selects 10-15 CG members OR 6. CG commissions work (if required) Long list of potential CG members votes on who should participate 3. SAT creates long list of possible Core Group (CG) members 7. Facilitated Brainstorming • to determine the purpose, plan, process for situation analysis work • to produce raw data or information on stakeholders, dynamics, political context etc. • to decide upon which tools will be used to add further value to that raw data • to determine who will do what, when (including any commissioned work)

  6. Deliberative Techniques • Virtual models. Emails of focus prompts; Delphi technique to govern subsequent refining of input. Concept Mapping also useful. • Expert Witness Panels. To involve people with very specific input/advice as part of deliberative process. • Visualization in Participatory Planning. Uses cards, diagrams, photographs to amplify individual voice and arrive at consensus. • Chatham House Rule. Deliberations off the record; individuals speak without institutional affiliation.
