Rules Harvest less than 5000 B.F. for your own use Silvicultural practices Road maintenance (no water) Construct 600 feet of road (no water) Ground application of chemicals, Aerial on less than 40 acres (no water) Harvest on 2 acre parcel or less Class 1 FP: No Written Permit When In Doubt Call!!

Approved FP Application • Forest Practice Applications/notifications (Class II, III, & IV Special), requiring a moratorium - $70.00 • Forest Practice Applications for Conversion activities (Class IV General) - $500.00 • Forest Practice Applications on Lands Platted; no conversion planned (Class IV General) - $50.00 Note: Some counties have jurisdictional authority over Class IV Generals, contact Region Office for information.

The Process • After the complete application/notification is received by the Department you can expect a timeframe of 5-45 days before you may begin operating. • Notification will be sent to you via priority mail or e-mail of the assigned number and expected time-frame. • Applications are valid for 2 years, can request a multi-year permit for up to five years.

Forest Practices 222-24FOREST ROADS • Provide for fish passage at all life stages; • Provide for the passage of some woody debris; • Meet current water quality standards; • Provide for better control of road related sediments; • Better stream bank stability protection; and • Meet current Best Management Practices, Section 3, FPBM.

  14. WHO • All Forest Landowners • The rules are different for landowners who own less than 80 acres; and their block of forest land is less than 20 contiguous acres. Exempt (RMAP Brochure ) • Who harvest less than 2MMBF of timber in a calendar year. On average for the past three years. (SFL RMAP Checklist, Brochure) • Who are industrial landowners. (RMAP)

Information needed for SFL Checklist RMAP • Map with legal description • Ownership map showing road system included in the checklist • Orphaned Roads • Water or wetlands within 200’ of any road • Legend (do not color code maps) • County assessor parcel number(s) • Application for FFFPB Evaluation

Fish Passage Barriers • ALL Must be Replaced, Removed, or Repaired by 2016. • On all forest land regardless of ownership • A FPA may not be approved if the landowner dose not agree to remove the blockage on their own or chooses not to enroll in a state led cost share program • At the landowners expense, Except • Small Forest landowners can enroll in a state led cost share program

You May have Fish Passage Barriers IF: • Outfall drop >.8 feet • Critical Water Velocity • Culvert not berried in the stream bed • Installed prior to 2001 • Stream bank full width greater than 2’ • Culvert diameter is less than 1.5 times the BFW • Stream gradient less than 16% • Other limiting factors

Forest Practices 222-30Timber Harvest Section • All Questions must be answered for Harvest. • Wildlife Reserve Tree and Green Recruitment Tree requirements must be addressed as clumped or other. • Reforestation must be addressed. • Timber Harvest Boundaries must be addressed and MARKED on the ground.

  19. Definition: All species of wildlife listed as “threatened” or “endangered” by US SIC and all species designated as “threatened” or “endangered” by WDFW.   20. Wetland Section • Fill this out only if there are typed wetlands that exist within or adjacent to your proposal. • Address any work to be done in a wetland or wetland management zone. • Identify wetlands on map and address marking requirements. • WMZ Requirements wac-222-20-020

  21. Water Type Section • This Section is to be filled out if there are ANY Type 4, 5 or unmapped and untyped waters within 130 feet (horizontal distance) of your proposed operation. • Field verification is required.

  22. Riparian Harvest Section • If any operations are within 200 feet of Type 1-3 waters, then you must provide a site class map and RMZ width calculations. • See Appendix A of the Instructions to determine RMZ widths.

  23. Small Landowner Riparian Exemption Section • This can only be used if: • You own less than 80 acres of forest land in the State, and • Your proposal is on a total ownership (tax parcel) of 20 contiguous acres or less. • RMZ rules in effect as of 1/1/99, plus 15% • RMZ Wac222-30-21 thru 222-30-23 You are not eligible for the Forest Riparian Easement Program.

Type 4 Water • A minimum of 50% of the riparian zone will be buffered by a 50 foot no cut buffer. • The first 500 feet above the fish bearing junction must be entirely buffered with a 50 foot no cut buffer. • All sensitive areas must be protected. Including seeps, springs, and perennial initiation points. Non-Fish bearing streams with perennial flow

  30. FREPCOMPENSATION • 50% of the QUALIFYING TIMBER Stumpage Value • 50 year easement, landowner retains all control of the land. Can not harvest the timber

  31. FFFPP • LO pays lesser of 25% or $5,000 per barrier. May be in-kind services. • 100% cost share if installed by past FPA/HPA. • 100% cost share if no FPA since 5/03. • 100% cost share with no FPA until Priority. • Amount paid by LO in a calendar year set by the average harvest volume for past 3 years. • < 500mbf = $8,000 • 500mbf – 999mbf = $16,000 • 1mm – 1.499mmbf = $24,000 • >1.5mmbf = $32,000
