  2. Key Successes PENN Philadelphia was the first jurisdiction to successfully lobby the National Tracing Center (NTC) to return results electronically - but – slowed implementation considerably Graphical representation of “time to crime”

Description of Problem PENN  In 1997, 81% of all homicides in Philadelphia were by gunshot  Ten years earlier, only 43% of homicides were by gunshot  The National Tracing Center (NTC) is responsible for tracing guns used in crimes  By 1997, average time the of a NTC trace was 9 - 10 days  HOWEVER, the actual time for trace results to return to the PPD from the date of the incident is currently six weeks  In over half of the traces, the purchaser is identified. Other common trace results include, but are not limited to: Serial Number - insufficient information to trace FFL Records for specific gun unavailable

Suggestions for Future Projects PENN 1.Identify users of system; assess their needs and skill levels 2.Assess the current MIS; how much work will need to be done to integrate this data into the new system? 3.Be prepared for delays in hardware and software acquisition 4.Turf battles will likely arise, “How will this help my agency -- emphasize common goal of project and benefits to each 5.As users become more familiar with the capability of system and begin thinking spatially, they may ask for more functionality -- be sure to allow time for these changes in they system 6.Remember that the users will “make or break” the utility of such a system -- be sure to have their buy-in
