  12. The Small Business Act (SBA) • Adopted in June 2008 • 3 main objectives: • think small first • Entrepreneurship • promote SME growth • 10 principles • 93 policy initiatives + 5 legislative acts • Implementing Lisbon strategy for Growth/Jobs • All hands on deck! Commission, MS and regions

Access to finance • Existing sources: ERDF/ESF, FP7, CIP/EIP (€2,17bn) • European Investment Bank (EIB) • €30bn for 2011/12 (loans) • €1bn for Mezzanine Finance • €1bn for mid-sized companies (loans) • €50mio for microfinance (< €25.000) (‘Jasmine’) • EIB rules: now also intangible assets fundable • Cross border mutual recognition of venture capital funds (COM report in 2009) • EU private placement regime for venture capital (COM options evaluation: end 2009) • State Aid Handbook for SMEs (Brand new! Also to be used by regional authorities) • Improved Late Payment Directive (proposal by Commission)

Best Projects • Objective: • propose concrete solutions + present examples of current policies • … that overcome specific problems faced by SMEs • … along the complete business life cycle • Method: • groups of national experts, studies, surveys • Goal: • Identify good practices and develop policy recommendations to support policy makers in Member States in developing better SME policies • Impact: • Project conclusions are followed-up: conferences to disseminate, implementation reviews, Commission Communications • When necessary, issue is further developed through subsequent project

Enterprise Experience Programme • Hands-on experience for EU officials of the business environment of European SMEs • Support the Commission objective to improve lawmaking also by better understanding the operational environment of SMEs • Explain DG ENTR/Commission policies • Commission official going local to reach out to European citizens • 140 Officials have completed an EEP placement. • More than 200 host companies have been visited
