PUBLIC WORKFORCE SYSTEM1930’S - Present • The U.S. Employment Service and the Unemployment Insurance program were created to assist unemployed workers in the industrial economy. • These programs were statements of the country’s commitment to minimize the hardships of the unemployed and to facilitate their return to work.

  3. Expansion into Job Training(1960 – 1970s) An ever-growing job training system was built • The Manpower Development and Training Act (MDTA) was enacted in 1962. • The Comprehensive Employment and Training Act (CETA) was enacted in 1973, replacing MDTA. First Steps toward Demand Driven (1980 – 1990s) • The Job Training Partnership Act (JTPA) was enacted in 1982, replacing CETA. • JTPA eliminated public sector employment and required that 70% of funds be used for “training.”

  4. 1998 Workforce Investment Act The Workforce Investment Act (WIA) was designed to: • Streamline service delivery through One-Stop Career Centers; • Strengthen performance accountability; • Promote universal access to services; • Create business-led state and local boards; • Promote individual choice; • Be employer driven

  5. 2000 - 2010 “WIB IS WORKFORCE DEVELOPMENT” WORKFORCE DEVELOPMENT OUTCOMES MATCH PEOPLE TO JOBS PREPARE, EDUCATE, AND TRAIN RETAIN JOBS BY UPGRADING SKILLS • Board is Incorporated as a 501C(3) • County Commissioners designated Board as the fiscal agent for workforce funds in the two-county area

  6. 2000 - 2010 • The 1st meeting of the Westmoreland-Fayette WIB was held on October 18, 1999, with Bill Yant acting as Interim Chair, along with Board Members selected by the respective Westmoreland and Fayette County Commissioners. • The work began by drafting By-Laws, signing the Local Elected Officials Agreement, ensuring that all the Memorandum of Agreements were in place with the Fayette and Westmoreland CareerLink Partners and appointing a consortium to run the CareerLinks.

  7. 2000 - 2010 • Board has oversight and planning function for local area. • Westmoreland-Fayette WIB staff are employed by the Board. • PA CareerLink Centers were established: Westmoreland CareerLink: Westmoreland County Community College Campus – Youngwood Fayette CareerLink – Uniontown Alle-Kiski CareerLink – WCCC New Kensington Education Center Mon-Valley CareerLink - Donora

  8. 2000 - 2010 Employer Driven • Industry Cluster Analysis Completed • Support Industry-led Partnerships • Coordinate with Economic Development • Support Incumbent Worker Training • Invest in On-The-Job Training • High Priority Occupational Training

  9. 2000 - 2010 YOUTH CAREER PREPARATION AND CAREER AWARENESS • BotsIQ • Construction Summer Camps • Health Career Workshops/Summer Camps • DARE to EXCEL • Keys 2 Work • Basic Skills Training • Regional Career Education Partnership • Talented 250 Project • Summer Youth Employment Program

  10. 2000 – 2010PERFORMANCE ACCOUNTABILITY STANDARDS • High Performance WIB Designation – 2006 • Met Workforce Investment Act Performance Standards for 10-years • Compliance and Financial Audits – met standards for 10-years • Negotiated Performance Standards for three CareerLink Centers • Implemented Performance Based Contracts with local sub-contractors

  11. 2010 – 2015Goal Secondary Career and Technical Education Reform By Changing • Administrative Structure (Governance) • Funding “To enhance our ability to respond to current and future labor market needs, Career & Technical Education must be market driven, have the ability to change rapidly and teach technical and academic subject matter relevant to the real world preparing students not only for work but for success at the post-secondary level.”

  12. 2010 – 2015WHY? Prepare region’s youth for future careers “The time has come to use CTE as a change agent in reshaping the American workforce.”

  13. 2010 – 2015HOW? • Educating Governor, Legislators and Public on CTE reform Strategies • Board outreach to Governor, Legislators and appropriate officials • Build coalitions with appropriate organizations • Budget for outreach activities • Contract for expert for informational campaign
