AdHoc Progress Numbering Administration AdHoc reviewed and addressed the following issues: • OP ACTIONS. • ACTION 2008/02-03 The Secretary is to convey the recommendations of the OP Numbering Administration Ad Hoc to TIA staff for review and consideration, and is to invite the appropriate TIA parties to future discussions of the Ad Hoc. The TIA correspondence (OP-NAD-20080727-004) is assumed as an initial response to this issue. • ACTION 2008/02-04 The Secretary is to forward ARIB’s request to not raise the cost of numbering administration resources until resolution of the ongoing discussions. Action by the Secretary to forward the ARIB request to TIA is now CLOSED. However, there has been no direct response from TIA on this topic.

  3. AdHoc Progress (2) • Consideration of additional strategies: • In response to the ACTIONs above, TIA is requested to provide a summaryexplanation of the reason for the changes in fee structure. This response is requested as soon as possible. • TIA is requested to provide a periodic overview of the financial status to of Numbering Administration operation to all applicable global administrators with specific indicators on why and when fee changes are projected including the amount or range of fee change that is being considered. • OP should get acquainted with the effect of the changes in the fee structure, such as improvement of TIA’s financial situation, sustainability, consistency and so on, to obtain common prospects for the Numbering Administration activities among the OPs, and to clarify whether further changes would be needed. The fact that Numbering Administration is outside the scope of 3GPP2 was raised. In addition, Henry noted that, although customer satisfaction is a major concern, the realities of management of dissipating do have certain costs and these costs get worse as the scarcity increases. He also projected that annual price increases around the August timeframe ACTION: Henry took an action to request that TIA do a better job of communicating issues that impact numbering administration pricing among the community of regional numbering administrators.
