  2. What is the Behavioral Health Collaborative? The Interagency Behavioral Health Purchasing Collaborative (Collaborative) was created during the 2004 Legislature to allow most state agencies and entities involved in behavioral health treatment and recovery to work as one in an effort to improve mental health and substance abuse services in New Mexico. This cabinet-level group represents 15 agencies and the New Mexico State Governor’s Office. The Collaborative is responsible for contracting with the Single Statewide Entity (SE).

Behavioral Health Data Warehouse Phase II Project Overview Receipt of Behavioral Health data in incremental data feeds from OptumHealth New Mexico, the current Statewide Entity; Receipt of historic data from Medicaid; Development of a Proof of Concept for data quality and sample reporting; Development of standard reports.

Initiation Phase The Initiation Phase includes the following: Establish the project start up by defining the primary objective and Scope of Work (SOW) for Phase II Specify a budget and request certification approval for the use of the funding Establish Committees/Teams Develop a project charter Begin process to hire IV&V Vendor Establish a Library for Document Storage

  6. Planning Phase The Planning Phase includes the following: Develop the Project Management Plan Contract with IV&V Vendor Contract with a part-time Project manager Contract with Business Analyst for Requirements Documentation Contract with an ETL Developer Identify and gather the collection, reporting and analysis requirements from all project stakeholders Identify and gather the requirements for data collection primarily from Optum Health NM (OHNM) and the Medical Assistance Division (MAD)/Medicaid data Begin developing a Proof of Concept (POC) for data quality and sample reporting Identify Hardware & Software Requirements

  7. IV&V Vendor • Four IV&V vendors from the Statewide Price Agreement list were contacted to give estimates for the Data Warehouse Phase II. One vendor, Fox Systems, Inc. was chosen. The contract is in process, pending certification of the funds.
