What is ETOP • Under the direction of the Senior Policy Group (SPG) and the Chief Administrative Officers (CAO), the Exercise and Training Operations Panel (ETOP) is comprised of representatives from the respective NCR state and local jurisdictions. • ETOP is the driving force behind regional collaboration and both short-term and long-range planning for exercise and training initiatives within the NCR. • These training initiatives are targeted at the homeland security partners in the NCR, whether governmental or non-governmental, paid or volunteer. • ETOP also serves as the advisory committee to the SPG and CAO to provide recommendations, subject matter expertise and overall guidance for exercise and training projects in the NCR.

What Occurs • Attempt to coordinate the training and exercise activities from all jurisdictions residing in the National Capital Region in order to improve operations, coordination, and synchronization. • Support the Training and Exercise Consortium (TEC). • The slides from each month’ s TEC meeting will be posted on the ETOP website: http://ncrportal.mwcog.org/sites/rpwg_etop/default.aspx • During the monthly TEC meeting we will review the calendar, provide an overview of the identified events, discuss new events and long range planning, and develop possible resolutions to any event scheduling conflicts.

  17. SURVEILLANCE DETECTION TRAINING FOR COMMERCIAL INFRASTRUCTURE OPERATORS AND SECURITY STAFF WHO: This course is designed for commercial infrastructure operators and security staff. Level of training: Planning/Management WHAT: No Cost Training Opportunity WHEN: October 28,29 and 30, 2008; Registration closes October 23, 2008; Classes begin: 0830 - 1630 each day Capstone Exercise [last day]: 0830 -1730 Lunch on your own. WHERE:National Harbor Project ~ 251 Mariner Passage ~ National Harbor, Prince Georges, MD 20745. Pay your own parking in local garage: $1.00 per. hour COURSE OBJECTIVES: Upon completion of this three day course participants will have the knowledge and skills for: developing and applying comprehensive plans which include the fundamentals of Surveillance Detection, identify mitigating risks, recognition indicators of imminent attack, skills to apply protective measures to detect and deter potential threats to critical infrastructure and key resources (CI/KR). The students will learn to apply additional skills such as: Vulnerability and Red Zone Analysis, Surveillance Detection, Observation and Reporting during practical hands on learning exercises throughout the course.

We have required the contractors to include all-hazards examples and exercises in the program. Space is limited. Hospital Security Preparedness Training WHAT: Hospital Security Preparedness Training DATE / TIME: Nov 3-6; Dec 1-4 LOCATION: Washington Hospital Center PARTICIPANTS: Hospital Protective Services OVERVIEW: HSP is a unique course for Hospital Protective Services. This four-day immersion course uses hands-on training, live drills and classroom instruction from instructors who have extensive security and counterterrorism experience. PURPOSE:Learn how to effectively handle all threats pertaining to the Hospital Security Officer, from routine situations to mass casualty incidents and terrorist attacks against the facility.
