1. 4th Global ministerial Patient Safety Summit, Jeddah, Sauda Arabia, 2-3 March 2019 My experience Regina MariamNamataKamoga- ED – CHAIN Inspiring and driving improvement in the quality and safety of healthcare worldwide through education and knowledge sharing, external evaluation, supporting health systems and connecting people through global networks.

2. My Story and work on patient safety • My passion for patient safety dates as far as 1990’s. It stems from the experiences I have encountered at a personal and family level with near miss incidents, and at the community level where I have witnessed patients being harmed, disabled and lose their lives. • My mother almost died due a medicine overdose for her hypertension drug, I narrowly survived child birth.

3. Joining WHO Patient For patient Safety Program(PFPS) • “It was a life changing experience for me when I was selected to participate in the WHO PFPS regional workshop in Entebbe Uganda in 2011. This marked the beginning of a long journey towards patient safety advocacy! The journey has not been without challenges but with persistence and commitment, I have been able to promote patient safety at community,national and international level”.

4. WHO PFPS • WHO PFPS programme has built my capacity in patient safety and provided me with opportunities to engage with key healthcare stakeholders. • Participated in high level meetings, committees and other foras. • These include among others; Global ministerial patient safety summits

5. Participation in Global Foras • Made a presentation on Engaging patients’ family and community for safer and higher quality care Experiences from Uganda at the 2nd Global patient safety ministerial summit in Bonn,Germany , 29-30 March 2017. • 4th Global patient safety ministerial summit in Jeddah,Sauda Arabia March 2-3rd March 2019

6. Global Ministerial Patient Safety Summits • Initiated in 2015, which culminated in the launch of the Global Ministerial Patient Safety Summit series, with the first summit being held in London in 2016, followed by Bonn in 2017 and Tokyo in 2018, where international experts engaged with policymakers to promote and sustain a collaborative approach to improve patient safety, globally. • The Summit held in Jeddah  under the theme: Universal Health Coverage & Patient Safety brought together 50 delegations from all over the world and around 30 ministers.

7. 4th Global Summit- Jeddah….. • The Director-General of the World Health Organization(WHO),Patient safety experts and champions including Dr. Victor Dzau, Dr. Donald Berwick,Sir Liam Donaldson , politicians, non- governmental organizations such as ICN, ISQua, international Alliance for Patients Organizations(IAPO),International Pharmaceutical Federation also participated in the summit. • A total of 1497 people attended the Summit .

8. 4th Global Summit- Jeddah….. • The summit was a resounding success with a program that provided a lot of learning and sharing in the eight tracks; • Universal Health Coverage, High Reliability Organization, Patient Empowerment, Safety Risk, Healthcare Workforce, Patient Safety Policy Making, Digital Health and Implementation Science. There were also 2 Side Events that took place (1: IPC / AMR,  2: International Classification of Diseases (ICD – 11) & Patient Safety)

9. 4th Global Summit- Jeddah…. • high-level commitment and statements from WHO Director-General Dr Tedros, ministers & heads of delegations from governments of UK, Germany, Japan, Oman and Switzerland among many countries • They expressed their commitment to promoting safer healthcare in their countries and through their organizations. • 12 recommendations from the scientific tracks in day 1 were also presented to the delegates to be adopted by their countries. • .

10. Global Summit- Jeddah…. • Provided a global platform for the launch of an app “Med Consult” by the Saudi Ministry of Health aimed at reducing diagnostic errors and enhancing patient safety • WHO launched the “5 Moment for medication safety” a patient engagement  tool and its mobile application “My5Medsafemoments” aimed at patient engagement and empowerment in the medication use process to reduce the risk of harm associated with the use of their medications.

11. Jeddah declaration on Patient Safety A call to action was made where Parties to the agreement declare to ; • Promote patient safety in LMIC • Utilize digital health to support patient safety across the globe • Promote patient empowerment and community engagement for patient safety • Leverage the International Classification of Diseases (ICD) through the creation of International Classification of Adverse Events(ICAE) for patient safety

12. Declaration………. • Implement and sustain National Reporting & Learning Systems for Patient Safety • Invest on Workforce knowledge and safety as the drivers for Patient Safety • Learn from other industries. To encourage countries to learn from Best Practices in Safety from other industries (Aviation, Nuclear, Oil / Gas, Aerospace, Auto). • Promote Medication Safety in Community Pharmacies

13. Declaration……… • Consider Medical Devices and Human interface as crucial factor for Patient Safety • Enforce Infection Prevention Control (IPC) & Antimicrobial Resistance (AMR) strategies for Patient Safety • To reduce the 2nd Translational Gap by supporting implementation and sustainable scale-up of patient safety interventions of known efficacy/effectiveness at national and global level

14. Experiences at the summits • Meeting with Global patient safety experts and WHO director generals • Learning and sharing knowledge and best practices from all over the world which informs the work we do. • Strengthening relationships with our ministers of health and other MoH officials through interaction during the summit • An opportunity to advocate for patient and family and community involvement in patient safety

Work at National and regional level • Supported establishment of patient safety networks of patient advocates in Uganda, Nigeria ,Kenya and Burkinafaso • Built patient safety partnerships with Health service providers and universities i.e Infectious Disease Institute(IDI) , Nottingham Trent University UK, rural health facilities in Uganda • Patient ,family and community engagement • Training patient safety advocates • Patient safety in schools and community • Media engagement on patient safety issues

28. Key Outcomes • Over 500,000 patients and families educated on safe use of medicines, injection safety, hand hygiene and health literacy; • 200 patient advocates empowered to promote patient safety from cancer, epilepsy, sickle cell, HIV, Hepatitis B, and mental health organizations; • 60 Community Safe Medicines Advocates(CSMAs) trained to improve adherence and reduce adverse drug reactions; • MoH is finalizing a survey on patient safety practice in Uganda to determine the magnitude of the patient safety problem and generate data for the development of the evidence based strategies in health sector. • Ugandan Patients for Patient Safety (PFPS) network formed; • Multi-stakeholder partnership meetings held twice a year.

29. Key messages • Patients, families and communities are powerful resources for improving patient safety and quality. • Media involvement is crucial in raising awareness about patient safety. • We need to prioritize a research agenda to be embedded in policy on engagement in LMICs, to understand facilitators and barriers to engagement for all stakeholders.
