  2. Background • Key policy statements (including PRSP) coming a range of sectors consistently highlight: • Importance of Rural Growth • Diversification of Rural Sector • Importance of infrastructure, enabling environment, • Linkages across ministries, agencies and institutions • Gender inequity

  3. The Case for Reform of LCG Sub-Groups • Stronger consistency with PRS messages • Governments and Donors agreeing priorities • Improved links across the sectors • Stronger dialogue with Government • To support new ways of working budget support, sector working • To agree priorities • Stronger reflection of the needs of the rural poor • Farm and non farm economy • Migration

Constraints to Overcome • Partners work in 22 plus Sub-Groups • Highly Fragmented • Often Repetition • Frequently sending Inconsistent • Within the Sub Groups Donors there a range of agencies, UN Agencies, and Partners • Too many voices? • Where is Government? • Overall engagement with Government is patchy(if not poor) • The structure does not support an effective approach to cross cutting issues such as • Environment • Vulnerability

  5. The Basic issues to be addressed • Stronger links between groups • Stronger links between investors • Stronger links with Government • Clearer role for technical agencies • Clearer role for important partners (e.g. private sector)

  6. The continuum of options Status Quo Revolution Evolution Integrate groups that make a significant contribution to Rural Development and Agriculture. This would be called the Rural Development and Agriculture LCG. • We remain in our 22 boxes: • Agriculture LCG • Fisheries LCG • Water Resources • Infrastructure • Environment • Infrastructure There is a total restructuring of the format for donor co-ordination

  7. “Evolution Model” Main LCG Group Engages Government and coordinates investment Rural Development and Agriculture LCG Donor/UN Agencies Group Produces position papers and policy statements Working Groups Technical Agencies Possible Theme include: Rural Infrastructure, Fisheries, Research, Water Resources, etc

  8. Way Forward • Heads of relevant LCG Sub Groups Meet to discuss proposal? • Agree and/or modify outline of the “evolution” option. • Establish a process to agree ToR for new Sub-Group and links to working groups • Present findings to LCG Executive Committee • Agree Resources Required for this process
