  16. National Exercise Program Overview • Designed for leadership of Federal departments and agencies • Coordination and synchronization of Federal level exercises • Establishes a 5 – year exercise schedule

National Exercise Program Overview • Establishes a tiered system of exercises • Tier I : National Level Exercises (NLEs) • All appropriate department and agency heads participate • Tier II: Focused on federal strategy & policy issues • Tier III: Federal organization specific exercises • Example: Northcom’s VIGILIANT SHIELD • Tier IV: State, local, private sector level exercises • Example: Golden Guardian

National Exercise Schedule • A multiyear plan for National Level Exercises (NLEs) • Occur annually in May or July • Rotate to different FEMA Regions each year • State plan aligns Golden Guardian with NLE schedule • Synergized and synchronized through the FEMA IX and State Training & Exercise Planning Workshops (T&EPWs)
