Wi-Fi Enabled Campus Network for Central Universities in India

This project aims to provide Wi-Fi facilities to 40 Central Universities in India, enabling students, faculty, staff, and others to access the internet across academic blocks, hostels, canteens, and other frequented areas. The proposed solution includes a modular network design, centralized management, adequate security measures, and redundancy provisions. The network architecture is based on a 2/3-tier structure with core, distribution, and access layers. Security measures include AP and user authentication, firewall, and IPS. This project is an initiative of MHRD, with ERNET India as the nodal agency.

  1. ERNET India, DeitY, MCIT Wi-Fi enabled Campus Network at Central Universities

Background • Wi-Fi enabled Campus Network is part of MHRD requirement for Campus Connect through Wi-Fi program. • An Initiative of MHRD to enable Central Universities with Wi-Fi facility for the student, faculty, teachers, staff, etc. • ERNET India has been identified & nominated as the nodal agency for this project plan, implementation & monitoring. • 40 Central Universities have been identified in the initial phase for implementation of wi-fi enabled campus network. • ERNET India and the identified universities have to collaborate and prepare the proposal plan for Campus Connect through wi-fi enablement • Project Solution proposals have been submitted based on the physical site survey and feasibility report & details shared by each universities.

Plan & Design Philosophy • Modular Network design with Tiered hierarchical architecture • Wi-Fi solution has been proposed to cater below mentioned areas which are frequently accessed by the students • Academic Block • Hostels • Canteen • Other places frequented by students • Wherever possible, Existing network infrastructure has been utilized for extending the proposed Wi-Fi solution subject to their technical feasibility • Special conditions such as existing network in campus is aged, based on older technology or is not supportable, necessary solution for upgradation/replacement has been provided • Solution proposed to be Resilient, Secure, Highly available, Scalable, Flexible, with adequate Redundancy

Plan & Design Philosophy … Cotinue… • Indoor and outdoor WAPs has been proposed depending upon the requirements of the respective university campus requirement • New network to be based on consistent architecture based on best practices. • Centralized NMS solution has been proposed for every university campus. • Adequate security solution has been proposed for each university campus. • Structured cabling guidelines to be followed for the passive cabling. • Redundancy has been provisioned both at device and link level.

Security for access to Wi-Fi enabled Campus Network • Wi-Fi AP authentication - Through Centralized Wireless Controller - Detection of Rogue/Ghost Wi-Fi Aps • User/client authentication - Creation of SSIDs for different user Groups - Rule/Role based access group(Faculty, Students, Guest, Vendors) - Password based access( regular users and Guest Login) • Network level : Firewall & IPS

Key Assumptions • The number of nodes/access points, fiber, devices, etc. is based on the inputs provided by University, during feasibility site surveys & meetings with the officials of University. • Wi-Fi enabled access devices, Network ready personal computers, regulated power, environment, AC, access to site, site readiness and all other devices/applications/services which are not in the scope of work will be made available by University. • Wherever required, power outlets for all network devices, equipment and devices at all locations will be provided by University. University will ensure suitable conditioned power with earthing as per the standards. • The required permission to lay fiber cable, UTP cable and to place WAPs, Poles, switches rack shall be provided by University. • Internet connectivity & bandwidth will be made available by University via NKN or otherwise. • LAN I/Os would be laid only for Wi-Fi access points (WAP) to connect with the campus network. • All permissions, clearance, documents, road permits, transportation, etc. for smooth implantation to be provided by the respective university

Network Architecture • Proposed Network is based on 2/3- Tier architecture • The network has been divided into • Core • Zonal/Distribution and • Access Layer • Network Core and Distribution layer Connectivity is 10G • Access Layer Connectivity is on 1G • The Network has been proposed with adequate redundancy at Device and Link level • Wireless Infrastructure is based on centralized controller based architecture providing centralized management • Wireless Access Points are provisioned for the end users to access.

Network Architecture ………. • Core • Core Layer is the central point of the network where all devices converge • Core Layer consists of following • Core Switch • Wireless Controller • Security Devices & Network Management • Servers • NKN Connectivity(to be provided by University) • Distribution/Zonal • Identified based on geographical spread of the campus • Acts as aggregation point for multiple buildings/locations/blocks within the campus • Distribution Layer consists of • Distribution/Zonal switch • Access • Provides connectivity to the users • Access Layer consists of • Access Switches • Wi-Fi Access Points

One central Location connecting to Access layer on optical Fiber buildings/deptt 3. Wi-Fi Access points in each building/deptt & common spaces with Central Authentication Wi-Fi redundant controllers 4. Global Wi-Fi EDUROAM Services can be enabled by ERNET subject to terms of use agreed by Institute/university. Mid size Campus features: 1. Three-Tier Architecture 2. One Core Location--1-4 Zonal location connecting to Access layer on Optic Fiber to buildings/deptts 3. Wi-Fi Access points in each building/deptt & common spaces with Central Authentication Wi-fi redundant controllers 4. Global Wi-Fi EDUROAM Services can be enabled by ERNET subject to terms of use agreed by Institute/university. Large size Campus features: 1. Three-Tier Architecture 2. Two Core Locations, over 5 Zonal location connecting to Access layer on Optic Fiber to cover large number of buildings/deptts 3. Wi-Fi Access points in each building/deptt & common spaces with Central Authentication Wi-fi redundant controllers 4. Global Wi-Fi EDUROAM Services can be enabled by ERNET subject to terms of use agreed by Institute/ university.

Proposal ready to be sent = 4* 5. Covered under DeitY project = 2 6. No Response from = 2(* = Total 36 proposal submitted till date) As on 14-09-2015 1. Total CUs = 402. Proposal Submitted  = 32 (4 not surveyed) 3. Proposal under process = 1 4. Site visit under progress = 3 5. Covered under DeitY project = 2 6. No Response from = 2 -The costs have been worked out based on the existing rate contract considering 1USD=Rs.67 -ERNET consultancy charges @5%+service tax shall be charged extra. -All Govt. duties/VAT/taxes/levies as applibale shall be charged extra -There might be variation of upto 10% - Cost incurred on Site surveys is Rs. 15.5Lac may be reimbursed by MHRD
