  3. Underserved and Rural Communities –Commerce leverages our diverse programs to increase support and resources to rural and underserved communities. Resilient Communities – Commerce will help build resilient Washington communities that are able to to anticipate risks, plan for maintaining vital functions and limit negative impacts, and develop pathways for recovery Affordable Housing and Homelessness - Commerce leverages our resources to increase the availability of affordable housing, increase the availability of market-rate housing and reduce the number of unsheltered individuals. Community Economic Revitalization Board (CERB) • CERB (pronounced curb) is a State Board focused on economic development through job creation in partnership with local governments and federally recognized tribes for public infrastructure which supports private business growth and expansion. • CERB dollars available - $13.4 million • Planning Grants – Up to $50,000 • Loans – Up to $2 million • Broadband – grants & loans $10 million www.commerce.wa.gov/building-infrastructure/community-economic-revitalization-board/rural-broadband/

Community Development Block Grant (CDBG) Community Development Block Grant -is a state administered federalgrant that funds local governments for priority community development projects principally benefiting low and moderate-income persons. $9 million/year for rural projects to benefit communities across the state. • ELIGIBILITY GUIDELINES: • Cities/towns with less than 50,000 in population • Counties with less than 200,000 in population. • Not participating in a CDBG entitlement urban county consortium • Eligible cities/towns and counties are listed on the CDBG website.

Public Works Board • The legislature created the Public Works Board made up of thirteen (13) members representing cities, counties, special utility districts and the general public to address the local infrastructure needs throughout Washington state. • Eligible Applicants: Counties, cities, special purpose districts, and quasi-municipal organizations that meet certain requirements. • Pre-Construction Loan - All pre-construction activities that prepare a specific project for the construction of the following systems: Street/Road, domestic water, sanitary sewer, solid waste, storm water, and bridge systems. • Currently Open - $14 million available to loan for current biennium. • Maximum $1 million per jurisdiction per biennium. • Loan Cycle opens every two (2) months until fund is exhausted. • Loan term is 5 years with Interest rate based on 50% of the 60 day-average tax-exempt Municipal Bond rate. Project complete in 2 years

  14. Public Works Board continued Emergency Loan- Currently Open - $5 million available to loan Maximum $1 million per jurisdiction per biennium. Loan cycle open year round until money runs out. Same activities as construction loan are eligible. Loan term is 20 years, or the life of the improvement, with interest rate based on 50% of the 60-day average tax-exempt Municipal Bond rate. Project complete in 12 months. Construction Loan- Currently Closed, pending Legislative pre-authorization at the next Session (approx. $200 million). Loan application opens 2 cycles per year. Maximum $10 million per jurisdiction per biennium. Loan term is 20 years, or the life of the improvement, with interest rate based on 50% of the 60-day average tax-exempt Municipal Bond rate. Electrification of Transportation Systems • Grants for charging infrastructure which demonstrates new approaches to vehicle sharing, fleet management, grid interaction, and reducing peak demand through technology and behaviors. • Application is planning to open in January 2019 • New program $9M available • Prioritizing projects that reduce the top two hundred hours of demand and the demand side. • Open to local governments, or electrical utilities that serve retail customers.   20. Energy Efficiency • The maximum grant award is $500,000.00 • Currently accepting applications! Deadline December 31, 2018. • Minimum Match requirements are: • Small Cities and Towns, 33% of the total project cost (leverage ratio of 1:2) • All others, 50% of the total project cost (leverage ratio of 1:1) • Projects will be scored on: • Energy Savings • Beyond Energy Code • Leveraging Ratio • Additional Points for K-12 Schools: CEF Current Fund 3

  21. Solar: • The maximum grant award is $350,000.00 • Currently accepting applications! Deadline December 31, 2018. • Projects will be scored on: • Energy production • Components made in Washington State • Leveraging Ratio • Minimum system sizes (note: this is production based, not nameplate.) • For solar photovoltaic (PV) or solar thermal system the project must provide a minimum of 20,000 kilowatt hour (kWh) or equivalent Btu/year of generation. • For small cities and towns with populations of 5,000 or less, the minimum is 10,000 kWh or equivalent Btu/year of generation.
