  3. The National Cancer Institute at Frederick • Mission – to provide unique national resource for the development of new technologies and the translation of basic science discoveries into novel agents for the prevention, diagnosis and treatment of cancer and AIDS

The National Cancer Institute at Frederick • Established in 1972 by a Presidential directive to convert former DoD Biological Defense Research Laboratories into a “leading center for cancer research” • Statistics: • Largest biomedical research organization in Frederick County, Maryland • 3,000 employees… 110 buildings

  5. The National Cancer Institute at Frederick • Provides services to: • National Cancer Institute • Other Government Institutes/Agencies • Non-Government Investigators • Government-owned, Contractor-operated (GoCo) facility with unique system of four specialized prime contracts

  6. The National Cancer Institute at Frederick • America’s only FFRDC devoted to biomedical research • FFRDCs – independent facilities funded by the government to meet the needs that cannot be fulfilled by any other organization

  7. SAIC-Frederick, Inc. • Maintains one of the four prime contracts for the Operations and Technical Support (N01-CO-12400) • Under prime contract, provides comprehensive support via multiple programs that span the research continuum – basic science, translational, clinical

  8. SAIC-Frederick, Inc. • NCCCP technical support – Clinical Research Program (CRP) • CRP – provides regulatory, clinical trials and project management support to clinical trials and related programs within NCI and NIAID

  9. NCCCP Pilot Oversight • SAIC-F – responsible for pilot RFP, continued management of 10 pilot subcontracts • SAIC-F and NCI Program Advisory Committee (NPAC) – provide technical expertise and infrastructure to NCCCP pilot

  16. NCCCP Pilot Overview • NCCCP pilot group – cross section of hospital-based community cancer centers with a wide range of experience/expertise • Each pilot organization – offers unique experience and successes across the main pilot focus areas

  17. NCCCP Pilot Overview • Broad stroke work plans – based on RFP statement of work, guide the work of the pilot • Same work plan for each pilot organization – further revise and fine tune later

  18. NCCCP Pilot Overview • Collaboration with NCI and the Evaluation Contractor – complete baseline assessment (qualitative and quantitative data analysis) • IT and Biospecimens – more detailed assessments conducted during Year 1

  21. Subcontract Deliverables – Invoices and Reports • Quarterly invoices and progress reports – due on or before October 1, April 1, July 1, January 1 • Reports serve dual purpose – to substantiate costs invoiced, to describe technical efforts and report actual progress made on scope of work

  22. Subcontract Deliverables – Invoices and Reports • Shannon Jackson – one-on-one discussions to address invoicing requirements • Site-specific report template – provided following baseline assessments; some data reported only biannually

  24. Subcontract Deliverables – Conference Calls • Monthly conference calls with NPAC: • Principal Investigator – part of Executive Committee • Key personnel (or designee) – calls dedicated to each area of focus

  25. Subcontract Deliverables – Conference Calls • Outline provided at tomorrow’s break out sessions – includes a summary of all calls • Call details (recurring day, time, format) – NPAC advisor leading each focus area will work with organizations to determine best approach

  26. Subcontract Deliverables – Conference Calls • Initial suggestion – 1-3 pm EST calls, to better accommodate mid and west • Post-Launch – summary of all pilot key personnel will be prepared and posted

  27. Subcontract Deliverables: Collaboration with EC • Separate Evaluation Contract – NCI to negotiate/manage to determine the effectiveness and success of the pilot • Pilot organizations will collaborate with the Evaluation Contractor during the entire pilot period

  32. Moving Forward! • Technical assistance – SAIC-F and NPAC • Take ownership – pilot organizations will gain most benefit from collaborating with each other directly
