Context • =>End of the European consultation work on a « new maritime policy » • =>A novel approach of maritime economies based on the integrated management of maritime areas and on the « sustainable development » concept • =>Environmental protection, maritime safety, innovation and knowledge as corner stones of maritime development policies. • =>Launch: • -7th FP for R&D, human capacities, scientific cooperation • -INTERREG IV for inter-regional collaboration with innovation and knowlegde as red line.
The Maritime security policy challenges AT STAKE => How can regions become the first recipient of their added value knowledge and experience? => How can we use maritime safety & security as a key driver for regional development? => How to capitalize on European regional experience and know how in maritime safety & security to make Europe a global pole of excellence => How can public and private partnerships bring sustainable economic development and reliable answers in maritime safety & security?
Objectives => Integration and development of competences and methods aimed to create a EU platform of expertise and actions for maritime and environmental safety issues. => Creation of a multidisciplinary cluster to reinforce the attractiveness of all regions in the Atlantic Area , making it one of the world leaders in the field of maritime and economic development. =>Develop activities with significant added value in science and technology to attract key stakeholders
The Green Atlantic Sustainable Development (GASD) PROJECT IN CONCRETE TERMS: • Building the first European platform, with global reach dedicated to “Maritime Safety & Security issues” • To help ongoing initiatives for boosting their projects and participating in the future pole of excellence To identify new or ‘ignored’ issues • To bring coherence and select priorities • To design and implement a global and operational strategy
Agenda: two stages 1- A configuration step (2006 - 2007 - First term 2008) => Getting a “state of the art” =>Getting stakeholders involved in GASD aims => Getting a global political support => Gathering maritime networks of knowledge and experience => Standing out and labeling the best pilot projects => Creating the basis for the maritime cluster 2- An Implementation step (2008 - 2013) => To set up the European cluster dedicated to Maritime Security and Environmental issues =>Monitor and support the development of pilot projects => Take Atlantic area experience to other maritime areas

EXPECTED OUTCOMES 1- This project will link the current Interreg IIIB - Atlantic area 2000- 2006 Program and the next one (2007-2013) 2- It will be an experimental policy for other Interreg maritime areas 3- It will be a “front office” for European know how in maritime security and environmental issues 4- It will be the first global excellence pole initiated at European level 5- It will be a concrete example of sustainable development policy

WP1: Maritime safety and environmental policies • State of the art • Analysis of existing works • Selection and review of key studies and reports. • Review of projects • Analysis of political, technical and scientific means • Analysis of tools and networks • Analysis of needs and priorities of maritime regions • Methodology • Desk study, questionnaires, meetings and interviews, consultation process • Deliverable • Final report on means and needs • This information will help in the definition of cooperation projects and their funding instruments.
WP3: Human resources • Analysis phase - Mapping of training organizations and programmes in Europe in the maritime safety and security fields -Mapping of training needs - Methodology: Desk study Questionnaire Consultations and meetings with local and regional authorities and stakeholders -Deliverable: Databases and maps • Help to define proposal of project/s on human resources and training
WP2: Economic development • Identification of the different potential activities and actors, that could/should be integrated in a maritime safety cluster • Elaboration of local inventories on each territory and comparison of the proposed cluster to the reality. • Analysis and synthesis : • Analysis of the results of the local inventory • Analysis of their impact and added value • Determination of the policy guidelines to develop and consolidate the cluster
WP4: Innovation and development • Setting the basis for the organization of the cluster and its governance: Analysis of existing and foreseen clusters and their management structures in the participating region • Identification of the operational, financial, regulatory and technical instruments required for the sustainability of the operation • Organization and definition of the operational programme.

TRANSVERSAL ACTION • PROJECTS ACCREDITATION AND SUPPORT • GASD is currently looking for pilot projects that match the needs and priorities of maritime regions exposed to risks of pollution • The preliminary goal is to get 20 proposal. • At this stage, project proposals are welcome • They will be assessed on the basis of set criteria • Accredited projects will be put up for support through the future GASD cluster
TRANSVERSAL ACTION CRITERIA for GASD accreditation • Match the needs and expectations of those concerned with maritime safety, security and sustainable development at local level • Fit into the logic of sustainable development in maritime environments • Be on a scale or have the reach to respond to the issues defined in the European Commission's Green and Blue Paper on a Future Maritime Policy for the European Union (http://ec.europa.eu/maritimeaffairs) • Offer an innovative response • Draw on public-private partnership
The next GASD step : 21st of November, Porto Conference to set up the frame of an « Excellence Pole for Maritime Safety, Security and Sustainable Development » PEMS2 • Coorganized with Interreg III (Poitou - Charentes Région) and IV Atlantic Area Managing Authorities (CCDRN) with the support of the portuguese EU presidency, • Presentation of the first set of projects to be labelled by the Pole of Excellence on Maritime safety security and sustainable development The projects presented will meet the 5 GASD Criteria
