Next Steps Outlined at 06-Dec-2004 ITSC meeting • Complete by 31-Jan-2005 • Vendor Evaluations and Solution Selection • Membership Specific Approach • Engage 2 additional vendors - Avectra, Aptify to understand their membership specific solution to benchmark costs/functionality • Oracle/Strategic Framework Approach • Rationalize fixed price bid from Oracle • Understand Oracle consulting cost drivers • Help prioritize, justify and understand estimated future maintenance costs • Engage 2-3 Oracle partners to benchmark Oracle consulting costs • Complete by 8-Feb-2005 • Confirm Recommendations/High Level Plan/Costs • Prepare recommendation for February Board Meeting

Vendor Evaluation Status • Completed first phase of Proof of Concept (POC) • Initial contenders were eliminated: • Oracle – based on costs ($8.7mm) • ACGI – based on size of company and technology architecture • 2nd set of candidates in final selection process • Avectra • Aptify • Demonstrations and reference reviews are underway

Vendor Evaluation Summary to date • Aptify • Offers a membership specific solution • Offers .NET Microsoft architecture which appears flexible, increased availability of out-of-the box functionality and scalable. We are partnering with Microsoft to confirm viability of the technology architecture • Broader set of Association applications/modules, eliminating high number of integration points and offers capabilities/modules that can be used later • Relatively small company, however has been in business since 1993 – does not appear to be a concern • Continue to understand build versus maintain costs relating to TCO • Reviewing vendors ability to support IEEE time to market/business needs over time • Avectra • Same essential points as Aptify • Architecture is not so proprietary and is not as tools driven as Aptify. • Slightly larger company and client base

Next Steps • Complete by 31-Jan-2005 • Vendor Evaluations and commitment to do a POC • Functional evaluation – Understand scope and high level gaps • Engage vendors - Avectra, Aptify to understand their membership specific solution to benchmark costs/functionality • Architecture and technical evaluation • Engage Microsoft consulting services to help IEEE evaluate the vendors using MS technology (No cost) • Obtain preliminary independent research on Avectra and Aptify • Gain High level understanding of the impact on moving to Microsoft solution • BMS scope and integration approach • Membership Specific Approach • Oracle/Strategic Framework Approach • Determine any relationship that can meet financial requirements
