  2. Maternal and Child Health Bureau (MCHB) • MCHB funds both Healthy Start and Title V projects • MCHB mandated that Healthy Start and State Title V MCH Programs collaborate

  3. Creating a PA Perinatal Partnership • PA Department of Health, Healthy Start, and local Title V representatives initiated meetings to: • Learn about one another’s programs • Develop relationships • Create a vision for collaboration

  4. Barriers to Partnership Development • Resistance to change • Fear of the unknown • Competing demands

  5. Meeting the Challenge • Developed an infrastructure • PA Department of Health, Healthy Start, & local Title V projects contributed funds • Operational support via contract with a non-profit organization with fiscal & management flexibility (Family Planning Council of SE PA).

  6. Meeting the Challenge Set an Agenda Created workgroups to establish program & policy priorities Found a common ground,purpose and value beyond the mandate given to Healthy Start and Title V by MCHB

  7. Operating Principles • Established organizational by-laws: • Mission statement reflecting common Title V & Healthy Start values • Voting and non-voting membership status • “Governing structure” • 2 Co-Chairs - 1 Healthy Start & 1 Title V • 1 Secretary/Treasurer

  8. Mission Statement • The mission of the PA Perinatal Partnership, which is composed of Healthy Start, Title V, & other Maternal & Child Health representatives, is to improve perinatal health outcomes in PA through collaboration, intervention, joint strategies, and advocacy.

  9. Program & Policy Priorities • Education • Advocacy • Creating a presence

  10. Member Education • Exchange of information re: individual Title V and Healthy Start programs • Implications of HIPAA regulations for Title V and Healthy Start services • Context of medical malpractice crisis in PA • Review of Perinatal Periods of Risk approach

Advocacy • Managed Care & Cultural Competency Summit held in conjunction with HRSA • Medicaid and SCHIP Roundtable on Improving the Quality of Child Health Care • Perinatal Depression Inaugural Summit • Communication with Governor’s Health Task Force regarding impact of insurance crisis on perinatal health
