  3. Purpose • Introduce Tribes to the new process for identifying Tribal Science Priorities in Indian country. • Assist with the completion and submission of the Tribal Science Priorities template.

  4. Tribal Science Council “…the mission of the Tribal Science Council is to provide a forum for interaction between Tribal and Agency representatives of mutual benefit and responsibility to work collaboratively on environmental science issues…”

Overview of the Process Why did we develop the new process? • No existing mechanism to identify priorities • Limited participation from Tribal stakeholders • What are the benefits of the new process? • Engaged stakeholders • Ability to address priority issues at the community level • How will the new process work? • Stakeholder engagement from the beginning • Coordinated effort among TSC Tribal Caucus, and EPA Programs and Regions to identify priorities • TSC Tribal Caucus will work in parallel with the EPA Caucus to elevate priorities to align with the Administrator’s Priorities

  7. Understanding the Framework for the Tribal Science Priorities Process • Developed an Initial Set of Issues • Objectives • Criteria • Template (electronic)

Objectives and Criteria The objectives to select new Tribal Science Priorities should accomplish at least one of the following: • Contribute to science that is Tribal and Alaska Native specific and advances the field of Tribal environmental research. • Provide methods to understand and address Tribal and Alaska Native environmental • issues, inclusive of smaller populations. • Foster a new generation of Tribal and Alaska Native researchers and scientists. Criteria that will be considered in selecting Tribal Science Priorities include: • Does the potential Tribal Science Priority have national implications? Regional implications? • What is its impact on Tribal and Alaska Native sovereign rights? • How will the Tribal Science Priority assist Tribal and Alaska Native populations, including vulnerable populations (e.g., children and the elderly)? • How can the Tribal Science Priority be tangibly implemented in Tribal and Alaska Native communities? • How can the Tribal Science Priority be measured in terms of milestones and outcomes? • Does the Tribal Science Priority provide opportunities to create and form partnerships and/or increase the scientific and/or technical capacity in Tribal and Alaska Native communities?

Tribal Science Priority Template • The purpose of the template is two-fold: • First, it is the official format for which the priority issues will be received by the Tribal Science Council. • Second, the template serves as the vehicle to highlight the specificity of each Tribal science issue. Reviewers are required to provide explanation in the sections listed for each tribal issue submitted. These will be evaluated for the final list of national tribal science priorities.

  10. Tribal Science Priority Template • Priority Title • Issue Statement (Why is this important to tribes and/or Alaska Native Villages? What is the impact on elders and children’s environmental health? What is the impact on ecologic health of biological populations? Does the issue meet TSC criteria for TSPs?) • Explanation of the issue (Use case studies or stories to illustrate tribal importance/relevancy. Highlight use of Traditional Knowledge related to issue. Include pictures/photographs) • What do tribes and Alaska Native villages specifically need from EPA to address the issue (Examples: training, technical assistance, research, tools, communication (Webinars), specific interventions to protect children and other community members from hazards in home, school, daycare, etc.) • Proposed implementation strategy and potential measures of success (How will the priority be implemented at the community level? How will implementation of the priority be measured)

Tribal Science Priorities Process Timeline • Timeline to identify and select Tribal Science Priorities: • The process was launched January 31, 2011 • TSC works with RTOCs and Tribal groups from February to April 2011 to assist with identifying Tribal Science Priorities • Tribal Science Priorities Webinars: • March 9, 11:00 a.m. to 12:30 p.m. EST • March 10, 2:00 p.m. to 3:30 p.m. EST • Submit Tribal Science Templates by April 1, 2011 deadline • Deliver priorities via National Tribal Caucus to EPA in May 2011 • Selection of Tribal Science Priorities by June 2011 • Roll out Tribal Science Priorities at July 2011 NTOC Meeting 12
