  9. Questions • Does energy efficiency roughly serve load growth? What strategies are necessary for energy efficiency implementation to be successful? • How is the structure of incentives affecting the economics and reliability of the power system? What are the economic/environmental implications for adding gas, wind and solar? Are we providing resource adequacy to assure reliability? • If CO2 is the policy driver, should we develop a cost curve for CO2 emissions and then pursue policies that reduce CO2 at the least cost? • When is climate change forecasting data good enough to use for power system planning? 9
