Meaningful Use • Three different stages of incentive dollars: • Stage one starts in 2011 • Stage two begins in 2013; required measures will increase and the threshold will continue to increase; requirements are currently under development; proposed regulation expected in late 2011 • Stage three begins in 2015; these requirements are not yet determined
Meaningful Use Stage 1 Key Milestones • Stage 1 - baseline for electronic data capture and information sharing • Final regulation issued July 28, 2010 • October 1, 2010 – Reporting year began for eligible hospitals and CAHs • January 1, 2011 – Reporting year began for eligible professionals • January 3, 2011 – Registration for the Medicare EHR Incentive • April 19, 2011 – Attestation for the Medicare EHR Incentive Program begins • May 2011 – EHR Incentive Payments expected to begin

Meaningful Use Stage 1 Privacy and Security Measure • Protect electronic health information created or maintained by the certified EHR technology through the implementation of appropriate technical capabilities. • Provide transparency of data sharing to patient. • Achieve full compliance with the HIPAA Privacy and Security Rules. • Conduct or review a security risk analysis per 45 CFR 164.308 (a)(1) and implement security updates
