  3. Memo 2008: SB16Proposed Green Clean Program • Green Clean Working Group established under COSBO’s E&E Committee • Intent to create comprehensive green clean program which boards can consider implementing in schools

  4. Memo 2008: SB16Proposed Green Clean Program • Green Clean Program to include: • Holistic approach to green cleaning • Research of existing legislation, health & safety, product effectiveness, new & existing best practices, cost/benefit analysis • Implementation strategy including ‘tool kit’

  5. Proposed Green Schools Resource Guide • Green Schools Working Group established under COSBO’s E&E Committee • Goal • to create a practical resource for planning and building green… • To create a tool for boards with general information and extensive research

Memo 2008: B9Annual Water Sampling for Lead • Sampling between June 15th and August 15th • On-line information resources created to support process • Unique Drinking Water Information System (DWIS) number created for each school so data can be uploaded directly to Ministry of Environment database

Memo 2008: SB18Energy Conservation Initiative • Broad based program including energy procurement, consumption, conservation • Goals: • Identify & promote best practices to reduce overall energy consumption – in operations and maintenance • Promote principles of energy management to sector • Work with individual boards to create conservation strategy • As initiative develops, series of specific projects to be rolled out to sector

Memo 2008: SB31Expert Panel on Capital Standards • Ministry established Expert Panel • Composed of school board officials with expertise in design and construction of schools • Three key focii: • Focus on identifying leading practices • Provide advice on space standards • Provide advice on variety of green initiatives

  10. 2009 - Curriculum Policy - ACTING TODAY, SHAPING TOMORROW • Policy Framework for Environmental Education in Ontario Schools • …prepare students with the knowledge, skills perspectives, and practices they need to be environmentally responsible citizens… • A shared responsibility

Memo 2009: SB9Ontario’s Cosmetic Pesticides Ban • Effective Earth Day, April 22, 2009 • Prohibits sale and use of pesticides for cosmetic use on lawns, gardens, parks, school yards • Does not preclude use of certain pesticides to protect student health or safety on school yard • See Ministry of Environment website: www.ontario.ca/pesticideban

Memo 2009: SB14Green Schools Pilot Initiative • Joint initiative between Ministries of Education and Research & Innovation • Purchase, demonstrate and test cutting-edge green products/technologies • Involves 32 companies selected through RFP process • Detail and criteria with Memo 2009: SB30 • 3 stage application process

Memo 2009: B5Energy Efficient Schools Funding • Two-year allocation, with goal: • Improve energy efficiency of Ontario schools • Intended to: • Create environmentally friendly learning spaces • Reduce energy use • Reduce greenhouse gas emissions • Facilitate creation of energy consumption database: electricity and natural gas

Memo 2009: B5Energy Efficient Schools Funding • Four components: • 1: Operational Efficiency - Operating – energy audits and energy controllers • 2: Operational Efficiency – Small Equipment – T8 ballasts, LED • 3: Renewal of Major Building Components – boilers, windows, HVAC systems (tied to ReCAPP) • 4: Renovations and Retrofits of Existing Schools – Ministry-held for consolidations with energy saving

Memo 2009: SB27Energy Conservation Initiative Incentive Programs AdvisorUtility Consumption Database • Incentive Programs Advisor: • MoE and OPA supporting creation of Incentives Programs Advisor position for education sector • Liaise with plant officials on appropriate incentive programs • Track applications, funding, evaluate effectiveness • Document best practices • Identify barriers and develop strategies to maximize participation

Memo 2009: SB27Energy Conservation Initiative Incentive Programs AdvisorUtility Consumption Database • Utility Consumption Database: • MoE providing database to all boards at no cost • Consumption data for each account on daily basis • Ministry access for analysis • Determine prov’l benchmarks for energy consumption • Identify high performing schools/boards & interview • Identify best practices and share across sector • Identify low performing schools/boards and provide advice and technical support

Memo 2009: SB31Renewable Energy Funding For Schools • Provides opportunity and application process for boards to install renewable energy technologies • With government prequalified renewable energy technology companies • Based on business case proposals • Solar photovoltaic • Solar water heating • Solar air heating • Geothermal • Micro or small wind

Memo 2009: SB45Approved Green Schools Pilots • Joint initiative between Ministries of Education and Research & Innovation • Notification that 46 boards expressed interest in 52 projects totalling $36 M, and that • Boards invested significant amount of time developing proposals • Of the 25 projects involving 40 boards, approximately $22.5M has been approved • Avon Maitland not successful

  21. Memo 2010: SB1Safe Drinking Water Act: Amendments to O. Reg 243/07 • Amended Regulation: • 3 key areas of change • Flushing Reduction • From daily to weekly if 2 years’ data > 10mg/l • Flushing with Automatic devices • Records of checks at least once per month • Frequency reductions – sampling & testing for lead • Period extended from May 1 to October 31

Memo 2020: SB2Capital Updates • Update on various capital initiatives • Including Energy Efficiency and Renewal Energy Program ‘cautions’: • Boards will not receive their 2010-11 allocation of 2009: B5 Memo energy funds unless reporting on use of 2009-10 allocation completed by prescribed dates

Green Schools Resource Guide • Green school strategies which are proven, practical, reliable, cost-effective and beneficial to the environment • Ministry will use the document to support green initiatives at the school board level • Distribution: MoE website, CEO/CFO conference, OASBO Finance Workshop, COSBO, OMC…
