  2. Who Is NILP? Northeast Independent Living Program is known throughout the state for helping individuals regain and retain their independence and equality in the community through Information & Referral, Advocacy, Skills Training, Peer Counseling, and Transitions. We are a group of people who remove barriers to communication, attitudes, economic opportunity, and architectural accessibility for all people with disabilities. What is Personal Care Assistance? Personal care assistance (PCA) is a type of in-home care that helps people with activities of daily living (ADLs). ADLs are the primary tasks of everyday life, such as bathing, dressing, eating, toileting, and transferring (moving from one position to another). PCA services are an alternative to living in a nursing home or other institution. They are intended to promote maximum independence for persons with physical, mental, and developmental disabilities.

  3. Who is Eligible? The following criteria must be met to qualify: • Have MassHealth Standard or MassHealth CommonHealth • Have a permanent or chronic disability • Require physical assistance with two or more Activities of Daily Living (ADLs) Some ADLs include: • Eating • Dressing • Grooming • Medication Administration • Passive Range of Motion

Personal Care Assistance Program (PCA) We receive referrals from consumers, family members, doctors, and other providers All potential consumers are screened for eligibility If eligible, we will call you to set up an intake assessment Our Nurses and Occupational Therapists will conduct an evaluation to determine how much assistance you need Our PCA Skills Specialists will provide you and/or your surrogate with Orientation and Skills Training to help you learn about the PCA Program
