  3. The European and regional frame of reference The frame of reference for action is that of decentralized cooperation. Decentralised cooperation focuses on enhancing civil society's capacity for dialogue in developing countries to promote the development of democracy. (New Regulation (EC) No 625/2004 amends the basic Regulation (EC) No 1659/98 on decentralised cooperation and extends it to 31 December 2006)

The European and regional frame of reference The Community supports operations and initiatives that focus on poverty reduction and sustainable development, particularly in situations involving difficult partnerships, by: • taking a more participatory approach to development; • contributing to the diversification and reinforcement of civil society and democracy.

The European and regional frame of reference: priorities • information and the mobilisation of decentralised cooperation agents and participation in international fora to enhance dialogue contributing to the emergence of democracy; • support for strengthening the institutional capacities of such agents and their capacity for action; • the development of human and technical resources, and local, rural or urban social and economic development in the developing countries; • strengthening the networks of social organisations and movements campaigning for sustainable development, human rights, in particular social rights, and democratisation; • methodological back-up and follow-up for operations.

The European and regional frame of reference: Friuli Venezia Giulia Period 2004/2006: • democracy: “Agencies of local democracy: an instrument for the decentralized cooperation.” • Proximity: “the Regions in the policies of proximity, monitoring and promotion.” • The innovation of welfare: international actions for sustaining shared democracy. • Transmissible illness. • Immigration.

History of the project 1 • May2004 in Gorizia: meetings and workshops to encourage cooperation between the newly developing Bosnian World Water Contract were held. • July2004 in Mostar: opening of the Mostar Bridge on the Neretva. The Italian partners visited Mostar with “ A Caravan to Mostar”.

History of the project 2 • November2004: Italian partners visited different places in Bosnia to identify priorities and work hypothesis in order to promote local opportunities for discussing water rights and democratic participation in common rights management. • May2005 in Gorizia: representatives of Bosnian and Italian schools, Cevi, ALDA, World Water Contract of Italy and Bosnia, Municipality of Gorizia and Mostar met to strengthen the network.

Key actions • Support for the Bosnian commission for actions against national and international lobbying. • Activities for the promotion of water both from an environmental, tourist and sports point of view. • Support for the promotion of an integrated action for the management of waters through educational participations and also through the individuation of systems for the eco-compatible management of water as a common good. • Exchange activities between schools. • Informative campaign on the issue of water and on the shared management of it.

  14. Challenge The challenge is to develop methods of interaction, communication and exchange, not only of resources and goods, between the Northern and Southern citizens of the world.
