SBX7.7 – Chapter 6 10608.52 (a) To develop a single standardized reporting form in consultation with the State Water Resources Control Board, the California Bay-Delta Authority or successor agency, the State Department of Public Health and the Public Utilities Commission. The form shall meet the water use information needs of each agency, including urban water suppliers on an individual or regional basis. 2

  7. Common Water Use Information • Contact Information • Water System Name – Communities & Population Served • Water Sources • Water Deliveries • Number of Accounts, Water Use by Sector, Total Water Use, Additional Uses and Losses, Storage 7

Learned to date: • “Standardized Form” = web portal with single User ID and password for local water agencies reporting to multiple state agencies • The SWRCB collects information that complements other State Agencies but has minimal overlap • The DPH collects data that overlaps with the DWR but quality control of data is very important • State Agencies with online reporting forms should provide shareable information (exposed data) with xml based data messaging 8

  9. Next Steps: Develop a common local water agency ID index Agree on common definitions (where possible), units reported and quality of data Define support needed for design, development, implementation, and maintenance and operations Define roles and responsibilities of project cooperators 9

  10. What have we done? • Worked with State agencies • Discuss data reporting requirements • Looked for ways to make reporting simpler • Identified common water use data • Began business requirement discovery • Working with AWMC • Begin to seek stakeholder input

Water Use Reporting “DOST” Log-In Screen: Login to submit Water Use Reports to State Agencies: Could be a dropdown menu to identify the local water agency and one password (need to identify who would have access, and how they would gain access to enter the information) Local Water Agency : Password: Progress Towards Meeting SBX7.7- Statewide Targets : Urban Water Compliance Button could generate a report, on a separate screen, that Summarizes urban agencies meeting 2015 and Statewide 20% by 2020 Targets: (on either a Statewide or Regional basis) Ag. Water Compliance % of Goal: Summarizes urban agencies meeting 2015 and Statewide 20% by 2020 Targets (Report could be generated on a separate screen)

  19. What it is Not; • NOT YET a single standardized form for all water use reporting needs of State Agencies • Does NOT change reporting requirements • Does NOT currently change State Agencies definition of terms • Is NOT yet a repository for all data water use

  20. Summary: What is it? • Voluntary use portal • Possible Single Log-in for local water agencies that report to multiple State Agencies (DWR, DPH, SWRCB, DFA? Others?) • Urban Water: Interim and Final Water Conservation Targets are being met – show baselines and targets • Agricultural Water: show efficient water management practices are being implemented • AB 1404 – Aggregated Farmgate Deliveries to be added to AWMC website • Administrative Tool to query water use information including When and Where water is being used • For local water agencies that don’t want to use the standardized portal (UWMP & AWMP), water use information and SBX7.7 requirements would still be collected in a “Water Use Data Form” as part of the Standardized Portal
