  1. What Information do you really need? MAP-21 Freight Provisions and Data Needs Ernie Perry, PhD Mid-America Freight Coalition ebperry@wisc.edu

  2. Considerations to Focus Freight Information Needs We need information for a number of reasons The nature of data – currency and validity. We need to understand current data and the related planning process What types of data/information can we use? What can regions, states and local agencies do to get more and better information?

  3. We need information for a number of reasons • Is it Information or Data we need? • System monitoring data or use it strategically? Feb 6, 20 13 -Federal Register Guidance for Map-21 Data

  4. 2. Nature and Currency of data/information

  5. 3. Understand current data approaches and related planning process • General framework – baseline data and growth • Scenario Planning – what path and actions to get to scenario • Strategic Customer Based Performance Management – develop empathy, insight and integration

  6. 4. What types of data/information can we use to better link and support freight and related economic development? • How is the system performing? • Are customers pleased? Is the system working for them? • Is our system providing efficiencies that attract and keep desirable business and industry? • Where do we anticipate change we need to prepare for?

  7. 5. How do we get the information that foretells the future and helps us align with business and industry? • We want to • Align system and future investments with business and industry. • We can use: • Freight Advisory Committees • Planning process input • Network development • Business, Industry and logistics survey

  8. Who do we talk to? Understand their business. Understand your business.

  9. You have created the network, you have the connections and stories – Is this data?

  10. Develop Freight Focus Survey Process • Use network and lists to create a freight customer population • Strategically select a sampling process • Get help with your questions and verify with gatekeepers • Partner with Economic Development, Agriculture, Chamber groups • Use professional resources for surveys • Make results public and demonstrate how information is used.

  11. System Data and Survey Data Compliment each other! --Truck speed, lock time, system condition provide the context. --Customer priorities, perceptions and plans turn data into strategies and integrate the people perspective with the infrastructure.

  12. We need data that is: 1) multimodal, 2) provides system performance data and, 3) Integrates customer performance and perception data.
