  2. Innovation • State law requires LAFCO to conduct Municipal Service Reviews (MSRs) • Financial Early Warning System • Taking the financial temperature of our local agencies. • Shared Services Program • Improving efficiency, reducing costs.

  5. Financial Early Warning System • Purpose: Determine the financial abilities of agencies to provide services • Accurate data • Verified by local agencies

  6. Shared Services • More agencies considering potential collaborations: • Brea & Fullerton - $600k/year • Fountain Valley & Garden Grove • Currently being utilized by agencies throughout the County: • Six Northern Cities • Community Association of Rancho (CAR)

  7. Identified Opportunities • IT Support • Asphalt Maintenance/Repair • Landscape Maintenance • Custodial Services • Fleet Maintenance • Human Resources • Water Quality • Construction Administration
