Aim of the conference • To produce concrete recommendations on enhancing collaboration between the EU and NGOs working in the field in order to achieve a greater impact on the ground for children affected by armed conflict. Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

  3. Conference participants • NGO representatives from throughout the world • International experts on CAAC • European Commission officials • UN officials • NGO field staff working in conflict and post-conflict countries Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

  4. Key themes of the conference • Enhancing implementation of the EU Guidelineson CAAC and the Checklist for the Integration of the Protection of Children affected by Armed Conflict into ESDP Operations; • Ensuring more inter-pillar, inter-institutional and “all of EU” cooperation on CAAC; • Enhancing cooperation with NGOs across all EU instruments in the field of CAAC. Conference working groups • Working group A: Prevention of Violation of Children’s Rights in Conflict situations • Working group B: Participation of Children • Working group C: Post-Conflict- Redress, Transitional justice and Impunity • Working group D: The EU’s response to Children Affected by Armed Conflict Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

Conclusions • Each working group came up with a concrete set of recommendations for improving cooperation and achieving better results between institutions and NGOs in the field of children in armed conflict. Recommendation 2 • Increase involvement of EU institutions in third countries • EC delegations and Local Presidencies • Increased liason with NGOs working on CAAC at field level Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

  9. Recommendation 3 • Introduce EU training on CAAC issues for EC Delegation and ESDP mission staff as well as for EU Member State personnel in Brussels Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

  10. Recommendation 4 • Revise the Recommendations for Enhancing Co-operation with NGOs and CSOs in the Framework of EU Civilian Crisis Management and Conflict Prevention Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

Recommendation 5 • Integration of Child Protection Advisors in each ESDP mission • Along the lines of EU POL/EU SEC missions in DRC • Child protection concerns integrated for all new missions but also when existing mandates come up for renewal • Field experts need more back up at HQ level, e.g., a counterpart in the Council Secretariat Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

Recommendation 6 • Ensure long term and more flexible funding • EU needs to identify funding gaps related to CAAC and seek to breach these gaps with special (smaller) funds Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

  13. Recommendation 7 • Ensure better coordination between Brussels and the field • Declassification of documents regarding human rights in ESDP missions Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

Recommendation 8 • Instruct HoMs to engage with local NGOs involved in child protection networks • Where they exist on UN SC Res 1612 • Discuss how EU can be involved in 1612 process • How to create synergies outside of 1612 Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

Recommendation 9 • Create an EU Humanitarian Forum on CAAC issues • To establish clear procedures to follow in the event of a crisis • To ensure an efficient division of labour between stakeholders • To include key decision makers from EU Presidency, Council Secretariat, Council groups, European Commission and NGOs Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

  16. Recommendation 10 • Make use of the mid-term review of CSPs and upcoming discussion on the European Security Strategy as an opportunity to ensure that CAAC is included as a long-term priority Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

  17. Recommendation 11 • Mainstreaming of CAAC through supporting an integrated approach • Applied to areas of human rights, security, development, and humanitarian assistance • Ensure that existing framework for security sector reform takes a child sensitive approach Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

  18. Recommendation 12 • Take a holistic approach in field project planning phase • Integration of lessons learnt, best practice, contextual understanding, needs assessment • Move away from funding allocation in terms of pre, conflict and post-conflict timeframe, towards a general humanitarian needs-based funding framework Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

  19. Recommendation 13 • Take a conflict-sensitive approach to child participation • Identify and address country-specific obstacles to child participation • Include child participation in transitional justice mechanisms Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict

  20. Recommendation 14 • Impunity for crimes against children is an absolute priority • Should be adequately balanced with other agendas but not compromised Increasing the Impact on the Ground: NGO and EU Collaboration in the Thematic Area of Children Affected by Armed Conflict
