4. Why are we here? • New capacity is opening up in three parts of District 2. • We are proposing to open a new elementary school in Our Lady of Good Counsel, at 393 East 91st Street, in September 2012. • In Lower Manhattan, new school will begin incubating in September 2012 that will move into new construction at Peck Slip in September 2015. • The relocation of middle schools out of M003 and M011 has freed space for more elementary seats at P.S. 3 and P.S. 11. • This new capacity can be leveraged through re-zoning in order to most • effectively address growing demand and reduce or eliminate waitlists.

5. Methodology • Determining Target Kindergarten Zone Sizes: • Enrollment and applicant data, including • Historical kindergarten cohort growth • Location of current and future housing projects • Zoned retention rate of each school • How many students who live in the zone attend their zoned school? • What is the capacity of each school? • Specifically, what is the number of possible sections of kindergarten in each • building, based on the number of full-size classrooms; appropriate number of cluster rooms; and historical enrollment increases and decreases at each grade level.

6. Roles and Responsibilities OPM Office of Portfolio Management Community Superintendent CEC Community Education Council Develops rezoning proposals and maintains maps of school zoning lines. Collects public feedback and submits proposal for CEC approval Provides and collects public feedback; Votes on proposed zoning lines within 45 days of submission.

7. Guiding Policies and Principles • Pending approval by the CEC, the proposed changes would take effect for the 2012-13 academic year. • The proposed changes would only impact incoming Kindergarten or new students to the system. All currently enrolled student may remain in their school through the terminal grade. • Current in zone siblings who would be zoned out based on the proposed lines will be grandfathered as an in-zone sibling.

Building capacity is 1,019. We anticipate two organizations will be located in the building in the future.

10. Upper East Side Rationale for Rezoning • For September 2012, the DOE will propose a new school be opened in the Our Lady of Good Counsel building. • P.S. 290 had a waitlist of 64 students for 2011-2012. • P.S. 151 had enough zoned applicants for 2011-2012 to require 6 sections of kindergarten, which would not be sustainable long-term.

Lower Manhattan (A) Schools Affected by Rezoning * This school also offers a PK program. 1: Registered enrollment as of September 19, 2011; PK enrollment has been converted to full day equivalency. 2: Based on 2010-11 org capacity. 3: One PK section will relocate from P.S. 3 to P.S. 41 for the 2012-13 school year.

15. Lower Manhattan Rationale for Rezoning • In September 2012, the DOE will begin incubating a new school, which will eventually be placed in new construction at Peck Slip. • P.S. 234 had a waitlist of 38 students, and P.S. 89, P.S. 276, and P.S. 397 all opened more K sections than can be sustained long-term. • P.S. 41 also had a waitlist. • Relocation of Clinton from M011 was intended to enable P.S. 11 to accommodate growing demand to its south.
