  1. ICCA Continuing Education Committee Report ICCA Board Meeting Kansas City, MO October 19, 2009

  2. Self Study CEUs • Should all applications go to the appropriate local board? No, base it on scope state specific vs. national/international • How should live, online events be handled (webinars, webcasts, educational seminars), 1. Treat as live meetings, track attendance, send in form for recording? Yes 2. Treat as self study and require a quiz? No • Currently treated as a live meeting and do not require a quiz. Archived versions of the same event do require a quiz since it is no longer live. OK as is. • Policies and procedures need to be updated - Staff draft and committee refines? Yes

  3. Self Study CEUs Comments • Companies are getting very close to sales presentations as opposed to educational content • Company could do all in house training and that was not the focus of the program • Need a guideline: Material needs to be readily available to all CCAs and not sales oriented. 1. Internal use only items should not be approved 2. Unfair bias for company CCAs vs non-company CCAs 3. Diversity of opinions on local boards • Action: Draft guidelines and update the policies.

  4. CEU Applications That Do Not Fit The Current Guidelines • Meeting is held in another country and CCAs attend – which board/committee should review it? (location is the current driving factor) ICCA CEC • What should the role of the ICCA CEC be regarding CEU applications? Review odd ones only, have local boards continue doing what they are doing regarding location being the deciding factor. Action: Review current policies and update as needed.

  5. CA CCA Manure Management Specialty Area • ICCA Ex. Com. approved the concept in the Spring of 2007, the CA board approved going ahead with the specialty area in the Spring of 2009 and submitted the details working with the Madison office on how it could work • CA CCAs are named in regulatory language for manure management planning. The specialty certification will only make it stronger. • It is recommended that the ICCA CEC approve it and inform the ICCA Board at the next meeting. (July 14 conference call)

  6. CA CCA Manure Management Specialty Area Comments: • Concept looks good but concern about becoming too many state focused certifications, shouldn’t it be national – guidelines already that the initial review considered whether or not the specialty area should be incorporated into the basic requirements of the program or be a true specialty • Approved CA specialty area as presented and Russell reported it to the ICCA board as an update on the July conference call Action: Send out specialty area guidelines for committee to review.

  7. Educational Areas Document • Released in 2003, needs to be edited. How do you want to do this? The CEC could make recommendations for edits online with a new draft being created for the ICCA Board to review and approve. • Action: Have Committee review it in total and provide comments.

  8. Self Reported CEUs Require on reporting form: • Name of CCA and number • Meeting specifics: • CCA CEU amount and categories of CEUs • Name of instructor • Title of event, date, location • Description of event • Attach agenda if available Action: Update the reporting form as outlined and inform the ICCA Board and local boards.

  9. Self Reported CEUs At the last ICCA board meeting, the CEC said they would evaluate the process and procedures of self reporting CEUs and make any necessary changes. The policy itself can also be evaluated if desired.

  10. Self Reported CEUs Comments: • Improve the reporting form to include more information about the event, include the agenda as an option. • Audit process is in place to weed out abuse but go after the few, do not change the entire process. • Local boards started doing audits in the last year. Changes are being made in the timelines as suggested at the ICCA board meeting by the local boards.
