Structure of Bay Area DACTI Program • Passing majority of funding through to ‘Outreach Partners’ in Disadvantaged and Underrepresented Communities • Goal to engage community-based groups with existing relationships in communities and build capacity closer to the ground • 2 of 13 Outreach Partner groups are City/County governments: building different capacities and competencies • California Indian Environmental Alliance (CIEA) is conducting Tribal Outreach and Needs Assessment activities

Goals for the Bay Area • Meeting communities where they are • Understanding what’s going on for communities from their perspective • Supporting communities to define their own needs & what they want done about them • Building capacity to propose and fund projects that realize communities’ vision AND build lasting social infrastructure that will persist beyond life of this program to keep communities engaged in water decision making/planning spaces

Needs Assessment as part of integrated whole • Community-based Needs Assessment • Starts with community • Overlaps with and feeds outreach, education, and capacity building • Separately assessing water/wastewater providers and infrastructure, driven by what’s connected to what comes up in community-based Needs Assessment • Assessing community capacity built into structure of program & closely connected with Needs Assessment

Needs Assessment Process • Assessing Capacity of Outreach Partners, connecting OPs + CB trainings • Community conversations to understand top-priority community needs and assets and their relative priority, driven and defined by community; groundtruth data • Going to water agencies to understand issues brought up by community • Community led proposals for projects to address identified needs/priorities in way community desires (TA)

(Some) Lasting Infrastructure Building tailored capacity of Outreach Partners; developing trainings to meet needs of OPs, engaging community in water and governance processes throughout program Connecting OPs with decision-makers and creating space to build relationships over course of program Accessible database to house and interactively display information collected through DACTIP that can be updated/added to in the future Building capacity on IRWM end to meet communities where they are

Day 2: Challenges & Successes How do you build something that will last that will meaningfully change the status quo regarding how agencies and communities interact around these issues? & How can we change the nature of that relationship through this program? What role can and should IRWM play? If you want to meet community where they’re at, need to pay for time, provide food; shouldn’t expect them to come to you, offer time and expertise for free Onboarding partners Coordinating partners Small steps toward orienting Creating relationships between Outreach Partners and BAIRWMP CC Bringing table to communities instead of community to table - CC seems on board with scheduling meetings in communities
