FIPSE: The Problem It is well documented on the national level that many working adults and displaced workers who enter community college programs designed to increase their employability in high-growth jobs do not complete certificates or degrees. • Why?........adults returning to school tend to be more isolated, have many more pressures and responsibilities than “traditional” students

FIPSE: The Proposal Purpose-built educational strategies that provide compressed instructional programming coupled with intensive student support and social networking leading to the achievement of the following goals: • 1) Increased persistence among working adults and displaced workers in compressed programs; • 2) Increased attainment of certificates and degrees among working adults and displaced workers in compressed programs; and • 3) Increased job placement rate into high-growth jobs among working adults and dislocated workers in compressed programs.

FIPSE: Program Goals by Year 3 • Goal 1: Increase persistence among working adults and displaced workers in compressed programs. • Summative Objective- By the end of year three at least 162 (75 percent) of the 216 working adults and displaced workers served in compressed programs will have demonstrated educational persistence by having completed one or more classes and obtained college credits as documented in student transcripts.

FIPSE: Program Goals by Year 3 • Goal 2: Increase attainment of certificates and degrees among working adults and displaced workers in compressed programs. • Summative Objective- By the end of year three, at least 151 (70 percent) of the 216 working adults and displace workers served will have attained at least one certificate of completion from a compressed program(s) of study as documented in student transcripts.

FIPSE: Program Goals by Year 3 • Goal 3: Increase job placement rate into high-growth jobs among working adults and dislocated workers in compressed programs. • Summative Objective- By the end of year three, at least 121 (80 percent) of the 151 working adults and displaced workers who obtain a certificate(s) or degree will have maintained or entered training-related employment as documented in administrative records and the public workforce investment system database.

FIPSE: Program Goals by Year 3 • Goal 4:All aspects of the project will be disseminated to other programs and institutions. • Summative Objective- By the end of year three, project materials will have been developed for dissemination and made available nationally through the partners’ individual websites, through their industry associations, through Washington State boards and departments as indicated, and to the United States Department of Education as documented in correspondence, in press releases, and on websites.

FIPSE: Program Goals by Year 3 • Goal 5: All aspects of the project will be replicated by other programs and institutions. • Summative Objective- By the end of year three, project replication technical assistance and training will have been provided to at least three additional two-year institutions and at least three additional local workforce investment boards nationally, and implementation of some or all aspects of Compressed education and intensive support for adult learners will be continued by the partners and underway in at least one additional two-year institution and at least one additional local workforce investment board as document in survey results.

FIPSE: The Partners/Programs • Everett Community College • Training Provider • Programs • Sustainable Office • Target population is ABE/ESL and this program is also an I-BEST model • Two back to back 9 week modules that span over the normal winter and spring quarters • 19 credits with certificate attainment • Goal: 20 students per cohort • Cohorts to date: 2 completed

FIPSE: Compression • Everett Community College • Sustainable Office (New Program) • Two back to back 9 week modules with late start and early completion • True cohort model with the same group of students moving through all coursework together simultaneously • Content Instructor and ESL Instructor co-teaching • Students are registered for the entire block of courses for the quarter administratively

FIPSE: Intense Support Services • Everett Community College • Program Navigator (PN) works closely with students to navigate entire training to employment process including recruitment • PN does weekly classroom check-ins with students • If student is absent faculty notifies PN and he does follow-up to troubleshoot • PN works closely with all program staff across campus and Case Managers, Employment Specialists, etc… • PN can co-enroll students in WIA for additional support services

FIPSE: WDC/WorkSource/WIA • Partnership • WDC provides the PN whom has an office at EVCC and is scheduled onsite one day a week • The PN works closely in coordination with the dean, faculty, project director, program staff, career services and students • The PN also serves as the main link between EVCC the WorkSource Centers and the WIA program • The PN coordinates cross agency enrollments, funding planning and career oriented activities between partners

FIPSE: Outcomes • Sustainable Office Certificate • Enrollment: 36 (2 cohorts to date) • Persistence: 32 or 88% completed 1 or more classes • Certificates: 29 or 80% completed the program and earned certificates • Employment: 5 of 11 from cohort 1 or 45% have entered employment. Still working on cohort 2 employment data. • Replication: Has provided technical assistance, training and replicated aspects of this model in three additional programs: Property Works, Basic Electronics and T.I.G welding.

FIPSE: WDC/WorkSource/WIA • Most of this partnership, to date, has existed in the form of referrals from WorkSource/WIA to Edmonds Training Programs • Coordination of tuition dollars • Delivering targeted online and in-person career services through both EDCC’s Career Action Center and Lynnwood WorkSource

FIPSE: Outcomes • Edmonds Community College • Enrollment: 92 (Desktop Support 2 cohorts, Digital Forensics 2 cohorts, Network Security 1 cohort, Server Administration 1 cohort) • Persistence: 92 or 100% completed 1 or more classes • Certificates: 59 or 64% completed programs and earned certificates • Employment: Still gathering employment data, but at this time we do know that at least 6 graduates have entered employment • Replication: Has provided technical assistance, training and replicated aspects of this model in four additional programs: Residential Energy Auditor, Energy Efficiency Technician, Commercial Lighting Auditor, and Energy Accounting Specialist

FIPSE: Compression • Cascadia Community College • Curricula reform • 1 qtr, 17 credit certificate • Compression achieved through elimination of pre-requisite courses and simul teaching them instead (previously took students 2 to 3 quarters to complete) • True cohort model with the same group of students moving through all coursework together simultaneously • All classes hard linked in HP so students can’t register for one without registering for them all

Still working to gather further employment data • Replication: Has provided technical assistance, training and replicated aspects of this model in 3 additional programs: Energy Auditor, Database Development, and UI Development
