  3. What Causes This? - Any condition that impairs the brain before/during birth or in their childhood. Factors • Genetic conditions • Problems during pregnancy • Problems at birth • Problems after birth • Poverty

  4. Target Populations • Usually occurs in babies and infants • Mainly youngsters at 18 and lower

  5. How does it affect CNS/PNS? • Birth defects that cause physical deformities of the head, brain, and central nervous system. • Drug abuse and cigarette smoking • If the mother has hypertension or toxemia, the flow of oxygen to the fetus may be reduced,causing brain damage.

  6. Symptoms • Infant-like behavior • learning disability • Not able to meet intellectual development • Cannot meet educational standards • Lack of curiosity

  7. Prognosis • People with severe mental retardation are not able to meet the goals of some self-sufficiency and lead to happy lives. To reach these goals, they need good education, community, social, and family supports. The outcome is less beneficial for those with severe mental issues. The disease can cause shorter life spans.

  8. Is There A Cure? • Not curable, but treatable • Family therapy • Children get free education and training from schools from ages 3 to 21. • Train adults in jobs and independent living • Only use medication if additional condition Ex: Depression

PARC( Pennsylvania Association for Retarded Children) vs. Pennsylvania • First right-to-education suit to overturn Pennsylvania law and to have equal education for all children. • Ruling was that the state provided free public education to the children with mental retardation. • Before the Mills vs Board of Education case which was inspired by PARC. • 1975, PARC arranged on a national level as the Education for All Handicapped Children Act (now known as Disabilities Education Act)
