Membership • Recall that the name is GSM Association, not MoU • Last Plenary (Helsinki, 20-23 April) welcomed 24 new members • 16 in 900 MHz (6 in Asia, 5 in Africa, 4 in Europe, 1 in SA) • 1 in 1800 MHz (Asia) • 1 combined 900/1800 MHz (Middle East) • 5 in 1900 MHz (3 in US, 2 in South America) • 1 Satellite (Middle East) • A total of 347 members from 133 Countries in the GSM Family • In addition, AT&T Wireless has been accepted in principle. Change of Articles needed for full membership (next Plenary)

  3. Membership (cont’d) • New 3G Membership category • 3 Finish operators so far • New Associate Membership category • Clearing Houses • Billing Systems • Handset Manufacturers • SIM manufacturers • Infrastructure Manufacturers • Further review of details at next Plenary

  4. Administrative Changes • Richard Midgett’s term as Chairman ended • Michael Stocks (MTN, South Africa) new Chairman • Jim Healy (Cook Inlet, US) new deputy Chairman • Robert Conway appointed as new Director General • Philippe Lucas (Cegetel, France) new SERG Chairman • Shane O’Toole (BT Cellnet, UK) new acting TWG Chairman • Jonas Twingler new acting 3G Coordinator

  5. Roaming Issues • Inter Standard Roaming is addressed in a special Task Force • Includes other 2G and 3G standards • Preliminary conclusion is to make guidelines and interface descriptions available • TAP3 will be promoted as world standard • 2G-3G roaming principles are being worked on

  6. Voluntary Certification Scheme (VCS) • Requirement specifications available on www.industry.gsm.org • Manufacturers have still not joined • Mutual cooperation and commitments sought • Members have been urged to include VCS in their commercial programmes

  7. Health Risk Researches • GSM-A has agreed to co-fund 25% of EU’s “fifth framework program” on Radio related health risks • Cancer related animal studies, Non-cancer studies and In Vitro Studies • Will span over a 5 year period.

  8. 3GPP relationship • Market Representation Partner as of May 27 • Fully Devoted to 3G • Focused on GSM based evolution • 3G Work Plan established • All Working Groups include 3G aspects • Active participation in and Liaisons to 3GPP TSGs • Encourage 3GPP to seek our guidance on Market issues • But also, Advocate continued GSM development

Specific UMTS issues - 1 • Open Iub, Iu and Iur interfaces very important • GSM-A considers secured vendor independency on these i/f as essential for UMTS, from start • Dedicated Project Team working on Iub specs. Input to RAN. • GSM-A requests Charging Records to be defined • Essential for TAP3 UMTS adaptation • Similar to GSM 12.05 and 12.15 • LS in Tdoc SP-99286 • Serving Network control of mode and cell selection supported • Report on Charging Scenarios to be produced

Specific UMTS issues - 2 • “Roaming Broker” definition to be produced • Result to be submitted to S2/SMG12 • SERG agrees that support of GSM-SIMs in a 3G NW is optional to the Operator • UMTS security should not be compromised • LS in TDoc SP-99240 • Emergency Call numbers storage, use and download • Flexibility to allow for regional differences as well as roaming • LS in Tdoc SP-99239
