Responsibilities for health and safety • Legal responsibilities • Health & Safety at Work Act • Duty of care • Edinburgh Napier University as a client has a statutory duty to ensure, so far as is reasonably practicable, the health and safety of its employees and all users, and therefore are responsible for the actions of all contractors/sub-contractors/consultants etc working on the University premises

Code of Practice • Why • This Code of Practice details those University arrangements with which all contractors / sub-contractors / consultants etc must comply with when operating on University premises • Use • Must be issued to all contractors / sub-contractors / consultants etc • What you need to comply with • Every contractor working on University properties must read and understand the Code of Practice • Signatures • Senior management representative • Employee signatures • Return to Contract Administrator (person who initiated the contract)

Risk assessments and method statements • All works carried out in the University must have a suitable and sufficient risk assessment • A written assessment of significant risks, to comply with the Management of Health and Safety at Work Regulations, must be in place prior to works commencing • All contractors’ and sub-contractors’ employees must have all the relevant risk assessments/method statements made available to them by their employer before works commence

  6. Permits to work • Roof access • Hot work • Electrical • Gas • Asbestos (list of locations at reception desks of each campus) • Special areas – i.e. laboratories, machine shops, etc • Fire alarm isolation • Work at height • Confined spaces • Fume cupboards • Lone working

  7. Accident reporting • All contractors to provide suitable first aid measures for their employees • All contractor accidents, incidents and near-misses, including RIDDOR, must be reported on the Edinburgh Napier University Accident Form and sent to the Health and Safety Office (form available through Contract Administrator) • Full details of all reportable accidents must also be passed to Health and Safety Office

  8. Fire and emergency • Comply with the University procedures • Means of escape • Fire fighting equipment • Nearest fire alarm call point • How to sound the alarm • Assembly points • Precautions for the use of naked flames or heat producing equipment (Permit to Work required)

  9. Fire and emergency • Comply with the University procedures with regard to: • Fire stopping • Do not let combustible materials build up • Keep exit routes clear at all times • Temporary changes to fire escape routes during works

  10. Waste disposal • Contractors are responsible for the proper disposal of all waste created during the duration of the contract • No waste should be placed in University skips unless ordered for that purpose • Keep fire exit routes free of obstructions at all times

  11. Use of work equipment • Must comply with current regulations • Competent operatives ONLYto use equipment • Contractors are NOT allowed to use Universityequipment under any circumstances

Sub-contractors • All necessary information MUSTbe passed to the sub-contractor via the main contractor, before any works commence • All sub-contractor accidents are to be reported through the main contractor who will forward it to the Health and Safety Office using the Edinburgh Napier University Accident Form • Health and safety induction of sub-contractors is the responsibility of the main contractor

  13. Sign-in procedures • Contractors are required to sign in at the campus reception/security office prior to commencing any works and must sign out on completion on a daily basis • The Asbestos Register must be checked prior to carrying out any work on the fabric of the building (if a suspect material is found report it to Property & Facilities)

  14. Contract sign-off • Contract Administrator to ensure that all works are completed to a satisfactory level before signing off contract as complete
