  2. Introduction • Cities play a significant role in driving economic success and competitiveness. Large cities bring together all the various elements that are needed to support industry, services, retail, research, and cultural and social life.

Introduction Vision • To develop and preserve our precious heritage, arts and culture to ensure social cohesion and nation building Mission • Develop and promote arts and culture in the City of Tshwane and mainstream its role in social development. • Develop and monitor the implementation of policy, legislation and strategic direction for the identification, conservation and promotion of cultural heritage. • Guide, sustain and develop the archival, heraldic and information resources of the nation to empower citizens through full and open access to these resources.

Mandate • Develop strategic plans for the development of the performing arts, and heritage management for efficient implementation thereof. • Facilitating coordination and integration of programs with other relevant Government Departments and other stakeholders. • Formulating policies and strategies and the management and implementation thereof • Managing the development , upgrading , extension and construction of Culture facilities, museums and heritage sites • Cultural heritage resources management- Built environment • Provide comments on applications for development, and rezoning • Develop guidelines for City owned heritage buildings maintenance plans • Museum management • Heritage projects management • Stakeholder management and consultation on heritage related matters (3 tiers of government and local communities)

Legislative framework Guided by the South African Constitution CoT approved Heritage Resources Management Framework 2009 The National Heritage Resources Act, 1999 (Act 25 of 1999) (NHRA),provides for a three-tier system for heritage resources management: National functions are the responsibility of SAHRA, provincial functions that of provincial authorities and local functions that of local authorities. • A local authority is responsible for the identification and management of Grade III heritage resources. • Whereas, the Provincial Authority is responsible for Grade II heritage resources and the National Government being the custodian for all Grade I heritage resources

COT Heritage Status Quo • In the City of Tshwane specifically the inner-city, there is a large concentration of heritage resources in a form of museums and sites of memory than any city in South Africa • Most of the said heritage resources fall with the framework and management of the National Government and section 21 Companies namely • The Ditsong Museums( Cultural and Natural History ; and Kruger House Museum) • Voortrekker Monument and Museum • National Archives and Library • Academic Museums and Galleries • National Squares (Church Square precinct, Lillian Ngoyi) • Private museums etc,

Heritage Resources Audit and Mapping • One of the key objective of the department as stipulated in the Heritage Resources Management Act 25/1999 is to. • Conduct a heritage audit with a view of developing a local heritage resources register and mapping of such resources. ( Local, Provincial and National) • Develop conservation and management plans of identified and listed heritage resources • Develop alternative and suitable use of such resources Best Kept Heritage resources… • A city for its residents, tourists, workers , students and entrepreneurs • A City that takes pride in its built cultural and natural heritage resources • A creative cultural city for the creative industries in the creative economy • Capital city of all humanity and a gateway to the world

Partnerships • Iconic Places development and protection • Church Square precinct • Historic houses • Old synagogue • Modern movement architectural sites • Early settlement precincts (Arcadia, Marabastad etc.) • Gerhard Moerdyk • Pretoria station • City hall • Heritage Route development • Linkage of heritage and tourist attraction sites for sustainable tourism

Visual City Scape / Public Art and events • Host festivals and feasts celebrating diversity and promoting unity, Namely; • Feast of the Clown, • Antiques fair • Car show • Host National Celebrations( Freedom Day; Women's Day and Reconciliation Day) • Open Space theatrical offerings • Linkage of heritage and tourist attraction sites for sustainable tourism( Heritage Festival)

CoT Intervention • Council approved the Cot Heritage management framework • A heritage management unit established in the department of Sport recreation Arts and Culture • Council approved establishment of the City of Tshwane heritage Advisory Committee- ( Call for nominations issued inviting suitable persons to serve) The advisory Council Will: • Advise Council and MMC SRAC on matters relating to heritage management, and other matters Council may choose to delegate to it. • Form part of the applications for rezoning, development and alteration inspection committee • Provide advice to community members and promote the interest and awareness on matter relation to heritage management and conservation

CoT Intervention cont… • City Hall Upgrading • Upgrading and restoration of Museums and Sites This relates to the grade III – museums and heritage sites in the City namely • The Pretoria Art Museum • Fort Klapperkop Heritage Site • Melrose House Museum • Establishment of the CoT Heritage Route that will depict the following: • Archaeological and Early settlement history • Apartheid and struggle for liberation heritage and history • Modern architectural sites

  13. Regeneration in Historic cities Provides an opportunity for: • Upgrade to the built environment residential, retail, industrial or street scape in historic cities, • Improve access to basic services for the urban poor, • Preserve key cultural heritage assets, • Implement labour-intensive public works programs, • Support social development, and • Enhance the institutional framework

  14. Components of a Typical Historic City Regeneration or Cultural Heritage Conservation Project • Urban infrastructure improvement; • Preservation of key cultural heritage assets; • Public-private partnerships, support to small and medium-enterprises, and community development; and • Capacity building and project management.
