Republic of Macedonia State Statistical Office State Statistical Office – responsibility Legal base - Low on State Statistics State Statistical Office is uniqueofficialstatistics provider in the country Five year statistical Programmes (adopted by Government) and the annual programmes are the basic acts where the whole statistics activities are provided The last five year Statistical Programme from 2008 to 2012 was adopted in 2007

Republic of Macedonia State Statistical Office ES within the Statistical Office structure With a new SSO organizational structure (May 2008), for the first time a separate ‘’Unit on environmental statistics, energy and transport’’ is provided within Department on ‘’Agriculture and environmental statistics’’. By 2006, an Agreement for cooperation between State Statistical Office and Ministry of Environment and Physical Planning was signed. It covers close cooperation in terms of different projects, including the area of environmental statistics.

Republic of Macedonia State Statistical Office ES within the five year Statistical Program Following the needs, project activities and the current situation, ES activities in following areas are provided in the Statistical Program: - waste statistics - water statistics - environmental expenditures, and also: Publishing of ES booklet as regular activity – biannual

  5. Republic of Macedonia State Statistical Office About waste statistics at SSO Main objectives: 1.To meet WStatR and national requirements on: - generated - treated - received - delivered waste 2. International reporting (OECD Joint Questionnaire)

National legislation: - Responsibility of Ministry of Environment and Physical Planning (MoEPP) - The process of adjustment with EU legislation is ongoing; some acts are adopted and already in use; some are waiting of adoption; some are in preparation phase and some are planned to be prepared - The actual situation of adjustment process is directly reflected on ES activities at SSO

National legislation respected for providing WS: - A Law on waste management - A list of waste types - Sub low acts (rule books) refer on obligations for business entities on reporting data (kind of data is defined in those acts) In general there is very solid legal base, but the time period provided for appliance is still going on

Republic of Macedonia State Statistical Office About donor projects support SSO and MoEPP were involved in three year regional SIDA project for developing ES in the Balkan from 2005 – 2007, waste statistics was one of prioritized area in the project Since 2008, SSO is involved in National SIDA three year environmental project, where waste statistics isprovided as afirst priorityin the project activities.

Introduction with EC Waste Statistic RegulationNo 2150/2002 and Waste Statistical Methodology Planning data collection processes (methods and organization) Connections between National List of waste types (published in Official gazette - 2005) and EW Categories are made according to the National legislation and EU regulative2150/2002

In order to provide Pilot survey on waste from industries methodological instruments are prepared (questionnaire, manual, classification, codes, logical control) in accordance with National legislation and EWStat Reg. Pilot survey with main goal to test the questionnaire an the response rate was conducted from 15 – 26 September2008(the Pilot results cross over our expectations with the content of the questionnaire and response rate from over than 80%)

Republic of Macedonia State Statistical Office About Pilot survey 1.Population - eenterprises/local units within NACE D with more than 10 employees (NACE C - is excluded). the sectors of interest for the pilot survey were mainly NACE 15 – 39 (NACE 37 is excluded). 2.Frame – Statistical Business Register 3. Sample design – random sample of 90 enterprisesfrom each sub-sector within NACE D in Skopje (the capital) 4. Collecting method - Face to face interview 5. Questionnaire content – generated waste, received waste, waste treatment (R,D), delivered and stored waste

Republic of Macedonia State Statistical Office Future planes and expectations Future planes: - to provide the whole survey on waste from industries (September 2009) - to provide revised survey on municipal waste and published national data on municipal waste for the first time (2009/2010) Expectations: Reporting to EUROSTAT data from waste from industries after conducting the survey and data processing.
