REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Background • Two global assessments: • 2001 and 2004 • Objective: • analyse the institutional environment of SSO and Macedonian statistical system as a whole; • to ascertain the capacity to provide, in a sustainable way, accurate, timely and relevant information to the users. • GA very useful for the national statistical system and the reports widely disseminated within the public sector institutions

REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Use of Global Assessment Why conducting GA: • needed for the beneficiary countries to serve as a base for better planning and priority setting; • needed for the European Donor Community to develop a strategy for development of Western Balkan countries in the statistical area.

REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Use of Global Assessment GA 2001: • First experience • Countryenvironment: • Stabilisation and Association Agreement –signing • Exceptional political situation • Parallel activities in SSO • Mission focused on two main issues: • institutional settings • capacity of producing statistics

REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Use of Global Assessment GA 2001/Preparatory activities for the mission: • Numerous preparatory activities • Check list with questions • Sent documents: State Statistics Act, Statistical Programme 1998-2002, Strategic Master Plan (1997-2001) and statistical yearbook • Management Board and Subject Matter Departments - discussions • Other producers of official statistics informed

REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Use of Global Assessment GA 2001/Carrying out of the missions • Two missions: 19 to 23 March and 23 to 27 April 2001 • 50 of 263 employees actively participated • SSO staff made utmost efforts • Mr. Brungger well prepared for the mission • Other producers of official statistics participated • GA joint work of the expert and SSO staff

  7. REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Use of Global Assessment GA 2004 • Secondexperience • Country environment • Stabilisation and Association Agreement –entering into force • Application for EU membership; • EU Questionnaire • Mission focused on the same issues

REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Use of Global Assessment GA 2004/Preparation and Carrying out of the missions • Having the previous experience-same preparations • Great number of documents available on web site • Preparatory meetings: • reviewed the recommendation given in GA 2001 • what has been achieved; • and what has remain as an open issue. • Two missions: 13 to 17 September 2004and 25 to 27 October 2004

  9. REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Use of Global Assessment Recommendations contribute to: • GA gives general picture of the NSI and NSS • Recommendations must be used in all planning procedures • NSI more aware of its strengths and weaknesses

REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Use of Global Assessment Lessons learnt GA means: • Lot of work with valuable results • Support the modernization of the Statistical System and further alignment with the EU Acquis • Written materials – written procedures; • Strong commitment by the top management • Timely organization of the Institution for the missions • Awareness of the participants on the strategic goals • Close and open cooperation with the experts

REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Use of Global Assessment Lessons learnt Main challenges • How to conduct the exercise in the best manner • How to assess the need of written documentation to be provided on time • How to implement the findings in order to ensure a sustainability of GA results • Experts and the beneficiaries should pay serious attention on: • recommendations to be as realistic as possible; • beneficiaries should be as objective as possible.

REPUBLIC OF MACEDONIA STATE STATISTICAL OFFICE Use of Global Assessment Conclusions • GA - good mechanism for assessment in a certain stage of development • GA raises the awareness of the statistical offices and other official providers of statistics to recognise and to realise their role in the society • Experience gained in GA is a base for sustainable development of the National Statistical System
