How Are Federal Agencies and Subcomponents Evaluated? • Progress is reported in EO agency annual report • Guidance prepared by Interagency Workgroup • Evaluation completed by EPA as Workgroup chair • Progress reported to AEE’s by OMB and FEE • Used in “Report to President” submitted every two years by FEE • Uses agency level and facility level metrics

EMS Agency Metrics CY 2003 • EMS Development Resources - Were dollars and FTE included in FY04 Budget? • EMS Implementation Guidance - Has agency wide guidance been issued? • EMS Senior Manager Training - Have senior manager been trained (not just briefed) on EMS implementation including their role?

  4. 2003 Agency Summary • Better than half of agencies have developed guidance for facility EMS implementation • Most agencies provided funding for EMS implementation through operational budgets – several reported specific funding for EMS implementation • Senior manager training may have been developed but has generally not deployed

Appropriate Facilities • Up to each agency • Has to pass the laugh test • Based on “size complexity and environmental aspects” • 90% of the Federal Government has identified appropriate facilities – over 2400! • Some agencies are using corporate EMS • Some sub-agencies are using organizational EMS

  6. FACILITY LEVEL METRICS - 2003 • Percent of Appropriate Facilities that have Issued Formal EMS Policy • Percent of Appropriate Facilities that have Provided EMS Implementation Training • Percent of Appropriate Facilities that have Documented Significant Aspects

  7. Facility Summary • Two agencies show 100% for all facilities • Other reporting agencies are generally strong in implementation training followed by policy issued and aspects identified

Federal EMS Opportunities • Programmatic • Enhance the environmental footprint of the Federal Government • Use framework as a platform for ensuring implementation and performance for policy initiatives • Change Federal business practice to consider full range of environmental issues (not just compliance) • Enhance regulatory compliance program management • Improve community relations

  13. Federal EMS Policy ManagementWhere are we going? • EMS is here to stay – DOE 450.1, DOD Green Procurement Policy, PMC Compliance Initiative • OFEE is the connection to the Administration - CEQ/OMB very supportive • Primary policy manager and resource is the EO 13148 Interagency Workgroup

EMS Policy and ResourcesThe Future • Focus will be on final stages of EMS implementation and then maintenance • Implementation • Challenges – Management engagement, tenants and contractors, self declaration and performance • Maintenance • Linking new initiatives and efforts to EMS • Recognition of EMS capabilities
