Agreed points by UNCT • programming together; not stapling existing plans • joint programmes to include: service delivery, policy work and normative work • joint programmes represent at least 80% of all UN resources coming to Pakistan by 2010. • each UN agency/fund/programme to allocate at least 60% of its core resources (if applicable) to Joint Programmes by 2010 • Joint programmes serve as basis for resources mobilisation • Monitoring and evaluation to be conducted jointly by UN entities involved in implementation. • ‘One Budgetary Framework’ is a financial management information system that shows UN annual funds and expenditures – broken down by various categories

Agreed points by UNCT • MDG Fund: for programmatic activities with pass-through arrangement for the ‘One Programme’ • Budget execution of ‘passed through’ resources to remain within individual agencies • Parallel funding for integrated activities to continue but as a decreasing proportion of overall funding • Earmarking by donors within MDG Fund allowed to the level of Joint Programme Outcomes • MDG Fund to support only Joint Programmes, not stand-alone activities of individual agencies/funds/programmes • Transformation Fund: to support implement UN reforms. • It will provide temporary support for strategic analyses, joint programming and reform of business practices. Transformation Fund is not for programmatic activities

Resident Coordinator leads the UNCT. • RC office serves as secretariat and technical adviser to the UNCT; serves TWGs on cross-cutting issues and focuses on coordination, communication, strategic planning, data integration and M&E • Harmonization towards unifying business practices for implementing Joint Programmes Cluster • Building on global agreements and on in-country achieved progress • Clustering in-country resources to reduce transaction costs • Establishing common definition of administrative support costs so as to monitor UN transaction costs in meaningful way • Common premises to be developed on plot assigned in Diplomatic Enclave; starting with a conceptual design of the ‘UN House’
