  1. ITS Maryland State Chapter – ITS Advocates ITS World Congress State Chapter Workshop October 16, 2011 Convention Center - Orlando, FL Richard B. Easley President, E-Squared Engineering 2012 ITS MD Chapter President ITS Maryland State Chapter

  2. ITS Maryland - A Couple of our Goals • Promote the consciousness of Maryland's public sector in the use of new technologies and services to solve local and regional transportation challenges • Promote local and state legislation designed to facilitate ITS implementation within Maryland ITS Maryland State Chapter

  3. ITS Maryland - Legislative Technology Fair • If the legislators won’t come to us (our meetings) to get the message describing ITS benefits, we’ll take our message to the legislators.. • Lots of work, many complications – planning, planning, planning… ITS Maryland State Chapter

  4. ITS Maryland - Legislative Technology Fair • ITSMD has traditionally done legislative outreach once a year during the Maryland General Assembly meetings in Annapolis (usually in February). • Outreach is done in the form of a Legislative Technology Fair, showcasing current and upcoming ITS technologies. • Generally we have between 5 and 8 exhibitors representing public sector and private industry. In the past we’ve attempted to pair up public agencies with their private contractors to present a problem and show how a particular piece of technology solves that problem. 5. Legislative Technology Fair Planning and Execution • ITSMD identifies a legislative sponsor that assists us with reserving space in the Senate building and setting a reasonable date. • Several months before the event we send letters to all of the House and Senate offices notifying them of the event. • A few weeks before the event we send save the date cards with some statistics on value of ITS in the state (ie. How much money and time CHART has saved travelers through incident management, etc.) • In the morning on the day of the event we have two pairs of ITSMD representatives visit each Senator and House Representative office and drop off a flier for the event and provide a brief description of event if possible. • In front of the room we have a table with a greeter who encourages attendees to sign in (or drop off their card) and then depending on their affiliation the greeter directs the attendee to a specific exhibitor that may be of their interest. • We provide lunch/refreshments in the middle of the room with exhibitors setup around the perimeter of the room. We also leave several large round tables and chairs just outside the exhibitor perimeter for the attendees and exhibitors to sit down, enjoy their food, and talk about ITS. 6. ITS Maryland - Legislative Technology Fair (How are we doing?) • Great idea, but are we making a difference? • Establishing performance metrics • Starting with two measurable sets of metrics … • Past two years we began deliberately collecting names, titles and districts with a sign in sheet ITS Maryland State Chapter

  7. ITS Maryland - Legislative Technology Fair (How are we doing?) • (a) the number of officials who personally attended, (b) what percent are they of the total number of elected officials, and (c) the number or percent who were repeat attendees from the prior year(s).   • (a) the number of different legislative districts who had aides that attended, and (b) what percent those number of districts are of the total number of districts. 8. ITS Maryland - Legislative Technology Fair (How are we doing?) • Using our established measures, from 2010 to 2011, we have improved in all areas with respect to attendance and district representation • Still have a long way to go.. • Also had a Maryland State Delegate keynote our 2011 ITS Maryland Annual Meeting ITS Maryland State Chapter

  9. ITS Maryland - Legislative Technology Fair (areas for improvement) • Having a tougher time getting public agencies to participate in the legislative technology fair • Planning to follow up with prior years’ attendees to identify what they would like to see improved (for us to be more effective) • Continue to hone our measures and improve our process… ITS Maryland State Chapter
