Role of Local Authorities • Overall management of implementation • Adoption of the RBMP • Monitoring Programme • a dynamic Programme requiring routine updating through an agreed format • Coordination, implementation and tracking of the Programme of Measures • Coordination of data management - relational databases and GIS systems Seminar on RBD Handover Issues: Information Systems & GIS 18th Oct.2006

Role of Local Authorities • Coordinated approach to integration of the RBMP objectives and measures into County and City Development Plans • Coordinated approach to continued public awareness • Updating the characterisation, risk assessment and preparation of the 2nd and subsequent River Basin Management Plans Seminar on RBD Handover Issues: Information Systems & GIS 18th Oct.2006

  9. HANDOVER OPTIONS Option 1: Local: - the complete RBD GIS (Desktop system and all associated databases) would be installed within each participating Local Authority. Option 2: Regional: - an GIS Management Unit organised at RBD level Option 3: National: - a Central GIS Unit at a national level for the WFD in Ireland. Recommendations: Based on the issues outlined in this presentation and the supporting position paper “River Basin District - Central Management Unit Post RBD Projects 2009” it is suggested that a single Central GIS Management Unit for each RBD is the most appropriate model for the participating Local Authorities. CMU Support and Location • The CMU would be supported by • additional expertise seconded from Local Authority staff • procured externally on a needs basis as required • Full time unit with a dedicated space funded by the Competent Authorities • CMU would be based within the RBD Lead Authority/Regional Laboratory and reporting to the Director of Services with responsibility for Environmental Services Seminar on RBD Handover Issues: Information Systems & GIS 18th Oct.2006

  18. CMU and National Coordination • CMU Steering / Technical Committee established in each RBD • oversee the work of the unit and provide continued links with the implementation of the Directive • National coordination would entail a much reduced and streamlined version of existing structures • Basin District Advisory Council (RBDAC) will continue to provide advice and support Seminar on RBD Handover Issues: Information Systems & GIS 18th Oct.2006
