Phase 3: Approach to the Self Assessment and Identification of Gaps • All the CPSS-IOSCO Self Assessment questions went through 4 rounds of internal examination, namely; initial draft answers were provided by a “topic/Principle expert”, answers were reviewed during internal workshops, answers were peer reviewed and finally, Strate Exco gave a final overview and review. • In some instances the open nature of the questions did provide room for some interpretation (i.e. would an external party interpret the questions in a similar manner and answer that there is no gap?). • The gap identification is based on the draft Self Assessment questions and therefore, are only valid until the final version of the Assessment Methodology is released. Strate may then need to update the Self Assessment response accordingly.

Next Steps • Phase 3: Self Assessment • Perform evaluation of Strate as per current draft Assessment Methodology (completed). • Identification and management of gaps (in progress). • Submission of assessment to the FSB by 31st August 2012. • Phase 4: World Federation of CSDs • The WFC agreed that each CSD region will develop a database of responses to global questionnaires, including the Association of Global Custodians, CPSS-IOSCO Principles for FMIs, Thomas Murray and the World Bank. • Strate has committed a resource to participate in this project. Principle 11 has been chosen as the pilot Principle to be mapped.

  7. Next Steps • Education and Communication • Draft Principles, Strate’s comments and the final Principles were circulate and shared with the Participants and Market Advisory Committee. These are also publically available on the Strate website. • Strateinvolvement in ACSDA, AMEDA, WFC and South African Reserve Bank responses. • Presentations to Strate ARC and Board. • Strate Self Assessment will be available on the Strate website once finalised. • CPSS-IOSCO workshop in South Africa (organised by SARB) – 20/21 September 2012. • CPSS-IOSCO workshop in South Africa (organised by Strate - pending finalisation). • ACSDA Legal and Risk working group in September 2012. • CPSS-IOSCO training for AMEDA in Kuwait– November 2012. • Strate Training division - Handbook project August 2012 to February 2013. • Incorporation in staff and Board member induction program.
