Project partners The Partnership for Transparency Fund (PTF) mobilizes expertise and resources to provide advice and small grants to civil society organizations to engage citizens in actions to remove corruption in the public sector. • CWDGG was approved by last March 24, 2014 • CWDGG framework as pilot project anchors as the first CCT Monitoring Project in an urban setting ( nationwide) • Project timeframe is 6 months from April to September 2014

Project partners DSWD -Conditional Cash Transfer Program • Cash grants to eligible poor families for as long as they meet certain agreed conditions along education, health & value formation • Beneficiaries identified and selected through the NHTS-PR (National Household Targetting System for Poverty Reduction) the information management system that identifies who and where the poor are.

Project partners DSWD -Conditional Cash Transfer Program • DSWD –4Ps program started last 2007 with pre-pilot areas in CARAGA and Region X • After 5 years, all 5 provinces in the region are now covered by the program • 3,030,674 Household Beneficiaries Nationwide • 1,311,722 (43.28%) Household Beneficiaries in Mindanao • 16,109 in Cagayan de Oro City (2,972 are newly registered under set 7 in 2013)

  7. Project design document Citizen Watchdog for Good governance (CWGG) project • Government’s commitment to good governance thru adherence to the principle of transparency, accountability, equity, efficiency and economy towards graft-free bureaucracy.

  8. How do we know if the program is being done/practiced based on good governance?

  9. Social accountability as an approach to Good governance Good Governance is defined as a way of decision-making and implementation that aims to achieve desirable and beneficial results for both those who govern and are being governed It also promotes and protects the Public Good/Public Value in a manner essentially Free of Abuse and Corruption, and with due respect for the rule of law.

Project design document Citizen Watchdog for Good governance (CWGG) project • GROUP has engaged with DSWD – CCT as Implementing partner in one of the conditional program on Family Development Session (FDS) • In the 8 months period, GROUP covered the 4Ps beneficiaries in 420 clusters in Cagayan de Oro City.

  11. In the past 8 months there were issues/problems observed by the GROUP -FDS Volunteer-Facilitators, namely: 1. Collusion of Parent Leaders and City Link Officers to cover up compliance of requirements like submission of minutes and attendance sheets during FDS;

  12. 2. Lacking visibility of City Links Officers contracted by DSWD to assist, supervise, monitor in the implementation of 4Ps in their field of assignment 3. Recurrences of complaints among the beneficiaries on the uneven receipt of cash benefits in spite of complying with the conditions set by this program and some reported cases that somehow irregular beneficiaries are receiving full cash benefits

  13. 4. Unclear guidelines and policy in setting up coordination with the city link especially on the filling of retroacted claims of the beneficiaries 5. General perception/critique from the public that beneficiaries were not properly selected and validated by concerned government agencies because they observed that some 4Ps beneficiaries are well-off compared to other who deserved to be in the official roster of beneficiaries.

The absorptive capacity of DSWD in implementing CCT is greatly complemented by hiring contractual officers known as City/Municipal Links Officer who are usually assigned to about 800 4Ps beneficiaries for every city/municipal link officer. • 7. Lack of support and provision of development programs from the local government bodies for the 4Ps beneficiaries. 4Ps reported that some cases that local government bodies are not giving importance to them since they are beneficiaries already under the DSWD.

  15. Project Objectives: 1. As an evaluation research, it would study and understand above issues and general observations and recommend appropriate measures that would address above issues and concerns;

  16. Project Objectives: • 2. To gain a better understanding of the “benefit gap”, its causes, whether inefficiency of government agencies, poor governance or even corruption and use this understanding to discuss policy and other changes with the government agencies concerned.

  17. discussion • Like availment of the ff. services: • + pre and post natal care of pregnant women; • +attendance to Family Development Sessions; +0-5 years old receiving regular preventive health check-ups and vaccines; • +85% attendance of 3-5 years old in day-care or pre-school classes; and • +6-14 years old enrolled and attend elementary or high school and receive deworming pills twice a year.

  18. Project Objectives: 3. To assess what other needs for member-beneficiaries who are leaving the program after five years (those who are enrolled in Set 1-4). - These findings would be addressed to CIAC whose members comprised multi-stakeholders and other concerned agencies; and

  19. Project Objectives: 4.To build the capacity of monitoring teams through regular meetings and capacity building on social accountability using simple monitoring tools

Focus Project areas: • There are 16,109 4Ps beneficiaries in Cagayan de Oro City (13,137 are active & 2,972 are newly registered enrolled in 2013) • Random selection of barangays, clusters, MBs as classified into rural, urban, coastal, hinterlands, urbanizing, among others; • It would cover only MBs who are graduating from 5-years program starting 2007 under set 1 and 2010 under set 4 or a total of 8,383 MBs spread out in 70 brgys. ,this city

Cagayan Inter-Agency Committee (CIAC) • GROUP Fdn and Volunteers • LPRAT – Sector committee ( NGOs, 4Ps Leaders and Private) • DILG-Local Government Resource Center • It would explore into a Memorandum of Understanding (MOU) to ensure agency cooperation • It communicates the findings to the concerned government agencies and beneficiaries for critique and validation.

Research Evaluation and Monitoring framework • It uses findings to facilitate problem-solving sessions among partners and beneficiaries concerned to improve program outcome or the project performance. • It transfers its tools and techniques to beneficiaries groups through seminars, training-workshops

Research Evaluation and Monitoring framework • It will formulate M&E Tools that can be easily applied and replicated by other 3rd party monitoring groups engaged on social accountability • The tool can be utilized as well by government functionaries both national and local for policy consideration.

LGRC provides Facilities for collaboration activities-meetings, etc.; • 3. LGRC provides Assistance thru LGRC Services such as advocacy via website, technical assistance, etc. • 4. Attend as partners in capacity building activities
