Finland’s education reform • Initiated in 1968. • Comprehensive school system providing the same curriculum. • Curriculum development and revision involves experts, interest groups, teachers and administrators. • Students’ ranking the highest in PISA with the narrowest gap between hign and low scores.

China’s education reform • Beginning in 2002 with the issuance of the National Curriculum. • 9 year compulsory education for all children adopting the same curriculum and using textbooks approved by the Ministry of Education. • Uneven development due to the unequal distribution of education resources.
